The Department of Education (HIDOE) is eligible to receive federal reimbursement from the Medicaid program for certain medically necessary, health-related services we provide to eligible students. The School-based Medicaid Claiming Program is charged with pursuing that reimbursement from the federal government.
Eligible students, for Medicaid reimbursement purposes, are HIDOE students who are currently enrolled with the state Medicaid program and receiving medically necessary, health-related services from HIDOE through their Individualized Education Program (IEP).
State and federal laws allow the HIDOE to claim partial federal reimbursement for medically necessary, health-related services that are provided to our students through their IEP.
By billing Medicaid, HIDOE is able to be reimbursed a portion of the cost of the services. This helps us offset the cost of providing these services to our eligible students in our special education programs.
HIDOE can bill Medicaid for qualifying medically necessary, health-related services that are included in the student’s IEP. Services that HIDOE may bill for include nursing services, speech language therapy, physical therapy, occupational therapy, audiology services, behavioral health services.
HIDOE can use this money to provide addition support services to our students, including supporting and enhancing special education activities and by ensuring our students receive the medically necessary, health-related services that they need in order to succeed in school.
Without your consent, HIDOE may not bill Medicaid for partial reimbursement of the medically necessary, health-related services provided to your child. HIDOE is required under the Individuals with Disabilities Education Act (IDEA) and the Family Educational Rights and Privacy Act (FERPA) to obtain parental consent before sharing any of your child’s information with the state Medicaid agency for billing purposes.
You can provide consent by filling out the Parental Consent Form (School-based Medicaid Claiming Authorization Form) found on our website. Print the form here. Complete the form and be sure to sign, date, and check mark "I give my consent" approving of your child’s participation. Return completed forms to our office or to your child’s school’s Student Services Coordinator (SSC).
Yes, at any time. You can withdraw your consent and the HIDOE will still be required to provide a free and appropriate public education to your child. Print and complete the Parental Consent Form here and be sure to sign, date, and check mark "I do not give my consent." Return completed form to our office or to your child's school's Student Services Coordinator (SSC).
If you do not provide consent, HIDOE will not share your child’s information with the state Medicaid agency or pursue any reimbursement for services provided to your child. Additionally, this will have no effect on your child's rights to receive services provided by the HIDOE.
Your child will continue to receive all services required under his/her IEP.
HIDOE is required to provide these services whether you consent or not.
The services will continue to be provided to your child at no cost to you.
Your public or private health insurance will not be impacted; you will have no out-of-pocket expenses, no co-pays or deductible, no decrease to your lifetime coverage, or any other impact on your insurance from the services provided by HIDOE.
