ごあいさつ

当社のHPにアクセスいただきまして、誠にありがとうございます。

経済・金融情勢が複雑化・高度化する中で、企業、金融機関などの皆様は様々な課題を抱えていると思います。わたしたちが目指すのは、皆様の「課題に寄り添えるシンクタンクでありたい」と考えております。

時代が刻々と変化する中で、状況に則した適切なアジェンダ設定（短期・中長期）や課題解決に向けたアプローチは常に更新（アップデート）していく必要があります。

ブティック・シンクタンクであるわたしたちができることを真摯に考え、皆様とともに歩んでいける良きパートナーになりたいと思っております。

　私は、現在、大学院での講義を通じて、リベラルアーツ教育にも携わっております。

　専門性を高めることを知の経糸（たていと）と捉えた場合、リベラルアーツ思考は知の緯糸（よこいと）であると考えております。

　そうした経緯の知の融合により、新たな価値の提供をしていきたいと考えております。

当社　代表経歴

　1999年　日本輸出入銀行（現国際協力銀行）に入行。金融庁に転籍し、約17年に亘り、金融行政に関する制度立案（フィンテック・サステナブルファイナンス）、金融規制の国際交渉（銀行・保険）／国内規制（自己資本比率規制（バーゼル規制）・保険業法）などに携わる。

　銀行（Basel Commitee Banking Supervision, BCBS), 証券・開示（International Organization for Securities Commission, IOSCO), 保険（International Association of Insurance Supervision, IAIS)の国際基準設定機関の議論に参画した他、金融安定理事会（Financial Stability Board, FSB）のWorking Group等にも参画し、金融分野を横断した国際交渉を経験し、広範な金融知識を有する。

　2017年以降、金融イノベーションの発展に尽力し、2018年には、金融庁の初代フィンテック室長に就任。その後、イノベーションとサステナブルファイナンスなどを担当する国際政策管理官を最期に退官。2022年に、株式会社国立リベラルアーツを立ち上げる。

　民間企業に籍を置き事業推進などを行う傍ら、東京工業大学リベラルアーツ研究教育院非常勤講師（分散型金融システムの経済学／気候変動・生物多様性とファイナンスを担当）などを務め、経営、事業、教育など多様なフィールドでの活動を行っている。

Bio 

Jumpei Miwa  CEO  Kunitachi Liberal Arts Inc.

He had served as a financial regulator for years and undertaken the senior roles, such as Assistant Commissioner for Innovation and Sustainable Finance, and Director, FinTech and Innovation Office etc. during his tenure of Financial Services Agency, Japan till 2021. 

Among others, he had experienced various international standard-setting activities in Financial Stability Board (FSB), Basel Committee on Banking Supervision (BCBS), International Association for Insurance Supervisors (IAIS),  International Organization of Securities Commission (IOSCO) and the Central Banks and Supervisors Network for Greening the Financial System (NGFS) etc.

He has joined Recruit Co., Ltd. in July 2021 and engaged in finance-related SaaS business as Senior Expert. 

Along with this, he has been the Director of FinTech Association of Japan (FAJ) since 2022. 

He runs;

• Kunitachi Liberal Arts Inc, which acts as a think-tank firm and provides advisory and research services as the CEO, and

  engages in

• initial contributor of Blockchain Governance Initiative Network (BGIN),

• lecturer of Graduate School of Tokyo Tech, Institute of Liberal Arts (ILA),

• member of Crypto-assets Governance Task Force (CGTF), 

and

He started his profession with Export-Import Bank of Japan (currently reorganized as JBIC) in 1999.
