The CA EL Roadmap paves the way for English learner success by providing tools and examples aligned to the State priorities so that parents, communities, schools, teachers, administrators, districts, and county offices of education can effectively implement policies, programs, and practices for our state’s English learners. The CA EL Roadmap assists LEAs to leverage these State priorities, along with the principles within this guidance document, and tailor them to the local context.
The CA EL Roadmap is the road to a thriving future for California.

The resources provided within the handbook are far reaching in that teachers,
administrators, and others involved in the everyday education of students in
California receive targeted professional development. This tiered approach is
a different way of serving students, enhancing programs, and extending the
reach of statewide support. Multilingualism is a priority in our state and will be emphasized throughout this publication
The U.S. Department of Education (Department) is pleased to provide this Newcomer Toolkit, originally published in September 2016. Schools are among the first U.S. institutions to welcome newcomer immigrants and refugees to local communities. Meeting the physical, linguistic, social, emotional, mental health, and academic needs of these students and their families is essential to their success and can be an opportunity for educators and community members across the country to reflect upon and enhance their practices and processes.
The toolkit consists of five chapters:

Chapter 3: Supporting Newcomers’ Social and Emotional and Mental Health Needs

Purpose
This Toolkit is designed to provide K-12 classroom teachers, coaches and teachers on special assignments high leverage strategies to increase the English language proficiency of their English learners; the toolkit is designed to be used in both Integrated and Designated English Language Development. The strategies address reading, writing, speaking and listening to prepare ELs for literacy in the 21st century. A checklist is included to help teachers identify the appropriate strategy for word/phrase, sentence/clause or text level understanding.
The following resources can support schools' partnerships with the multilingual families of English language learners (ELLs), with a special focus on newcomer families and resources for educators who are new to working with ELLs.
