Born in Bila Tserkva , Yossele Rosenblatt was widely regarded as the greatest chazan (cantor) of the Golden Age of cantorial music. Rosenblatt pioneered several techniques that have since been adopted by chazans worldwide, including the use of krecht (sobs) to convey emotion.

Arguably the most famous Yiddish-language author, Sholom Aleichem (born Solomon Rabinovich) lived in Bila Tserkva for a period of time in the late 19th century. To this day, Sholem Aleichem's work continues to bring the Jewish shetl to life; his story Tevye the Milkman served as inspiration for Fiddler on The Roof.

Chaim-Meir Gegner was a celebrated klezmer violist, bandleader, and composer. Gegner is often seen as one of the most influential klezmer performers of 19th century Ukraine, and raised four sons who became famous musicians in the United States. No picture of Gegner could be found.

Another renowned chazan, Pinchas Minkovsky was the son of the chazan of Bila Tserkva's Great Synagogue. Minkovsky served as the chazan of synagogues in Kherson, Lviv, Odessa, and New York.
