Preamble
We, the student body of Terra Nova High School, for the purpose of maintaining student involvement in co-curricular activities, give the student body a form of an authority upon the decisions of this educational institution, to promote responsibility, leadership skills and school spirit within the student body, and to provide the necessary means thereof, do ordain and establish this constitution.
Article I: Name
a. The students of Terra Nova High School form themselves into the Associated Student Body of Terra Nova High School, to be known as ASB.
Article II: Membership and Purpose
a. All registered students at Terra Nova High School are members of the Student Body and allowed to engage in all school functions and vote in all Associated Student Body Elections. Members must abide by Terra Nova High School’s rules and regulations.
Article III: Emblems
Section 1: Colors
a. The official colors of Terra Nova High School are Athletic Gold and Black.
Section 2: Mascot
a. The official Mascot of Terra Nova High School is the Tiger.
Section 3: The official Alma Mater of Terra Nova High school is called “The Terra Nova Fight Song” derived from the University of Wisconsin's fight song, "On Wisconsin!"
Section 4: Senior Tops
a. The senior class of each year shall decide the design of the Terra Nova High School senior top or hoody.
b. Only senior students shall be allowed to purchase a Terra Nova High School senior top.
Article IV: School Publications
Section 1. School Newspaper
a. The official name of the Terra Nova High School Newspaper shall be the Terra Nova Times.
Section 2. School Yearbook
a. The yearbook editor in chief, staff and advisor shall decide the official name of the Terra Nova High School yearbook annually.
Section 3. Other Publications
a. All other publications must petition the Executive Board and school administration for official status and permission to distribute.
Article V: Governing Bodies/ Student Council
Section 1. Executive Board
a. The Executive board shall consist of the elected ASB Officers
b. All Executive Board members have the right to vote, except the ASB President
c. The ASB President may only vote as a tiebreaker.
Section 2. The voting members of the Student Council shall be:
a. The elected Student Body Officers (Except the ASB President), Chair Commissioners and the three/four elected Presidents at each class.
Section 3. Any member of the ASB may attend the Student Council meetings
Section 4. The powers not delegated by this Constitution and By-Laws to the Executive Board shall be delegated to the Student Council.
Section 5. Quorum
a. A quorum shall consist of one member over one-half of the total members in the executive board. b. The Executive and Student Council Meetings cannot be held unless a quorum is present.
DUTIES OF ASB OFFICERS
ASB PRESIDENT
a. Enforces the ASB Constitution and By-Laws.
b. Presides over all assemblies directly sponsored by the ASB.
c. Represents the school and ASB in public and inter-school relations.
d. Serves as chairperson of the Executive Board and Student Congress, voting only in the case of a tie.
e. Plans and runs all student council and ASB meetings, including those held during zero-period leadership class.
f. Posts a schedule for regular Executive Board and Student Council meetings.
g. Plans the agenda for all Executive Board meetings.
h. Oversees all ASB activities before execution.
i. Leads and coordinates all ASB activities.
j. Serves as a liaison between students and Administration.
k. Creates plans to achieve goals for all offices and manages all ASB officers.
l. Assigns duties to ASB officers.
m. Orients the elected succeeding ASB President.
n. Appoints a new ASB officer in case of vacancy, with a 2/3 majority approval from the Executive Board.
o. Has the power to remove officers from ASB alongside ASB officers.
p. Helps the Activities Director plan the master school events and activities calendar.
q. Has the power to veto any action of the Student Congress, with the veto subject to override by a 2/3 vote of the Student Congress.
r. Attends all ASB activities.
ASB VICE PRESIDENT
a. Succeeds to the presidency when a vacancy occurs in that office.
b. Assumes the role of President in case of absence.
c. Acts as chief advisor and assistant to the President.
d. Helps the ASB President in all activities and responsibilities.
e. Serves on the Executive Board and has one vote in Student Congress.
f. Oversees officers and activities planned by ASB.
g. Carries out special assignments made by the President.
h. Helps the Activities Director plan the master school events and activities calendar.
i. Organizes and oversees inter-ASB events (e.g., retreats, mixers, t-shirts, holiday parties, inner ASB recognition, ASB breakfasts).
j. Responsible for running ASB and Class elections, provided they are not running for office in those categories.
k. Creates guidelines and rules for each rally.
l. Calculates and maintains a confidential record of accumulated spirit points with help from Student Body members and the Student Activities Director.
m. Attends and participates in Student Council meetings.
n. Makes announcements with the President.
o. Has the power to remove people from office alongside ASB officers.
p. Attends all ASB activities.
ASB SECRETARY
a. Records the minutes of all Executive Board, Student Council, and Student Congress meetings.
b. Calls roll and keeps attendance records for Executive Board and Student Council meetings.
c. Reads the minutes of previous meetings.
d. Types and files minutes in a binder for documentation.
e. Documents votes, parliamentary procedures, class-wide agreements, and discussions relevant to Leadership.
f. Maintains a binder with documentation of events, clubs, and fundraiser requests related to ASB and Terra Nova High School.
g. Serves on the Executive Board and has one vote in Student Congress.
h. Assists with ASB correspondence, including communication with outside organizations.
i. Maintains all files concerning ASB.
j. Creates student passes for ASB-hosted events and ensures their distribution.
k. Creates agendas for Student Congress meetings under the direction of the President.
l. Helps the Activities Director plan the master events and activities calendar.
m. Attends all ASB activities.
ASB TREASURER
a. Responsible to the Executive Board and Student Council for all actions related to handling ASB funds.
b. Serves on the Executive Board and has one vote in Student Congress.
c. Assists the school cashier as needed.
d. Develops a working budget for the upcoming school year with the help of the Account Clerk and Activities Director.
e. Prepares and submits the budget to the Executive Board and Student Council.
f. Prepares and distributes the Financial Report for weekly formal meetings and maintains a balance statement of the Student Body Account.
g. Keeps records of all ASB financial transactions.
h. Monitors spending of organizations and activities alongside the Account Clerk and Activities Director.
i. Keeps records of club fundraisers and maintains a fundraising calendar.
j. Presents requisition reports to ASB for voting.
k. Manages and runs the student store, including taking regular inventory, balancing the cash box, and leading ticket sales for ASB activities.
l. Assists the Activities Director with the Master Calendar process and data entry.
m. Has the power to remove people from office alongside other ASB officers.
n. Attends all ASB activities.
ASB RALLY COMMISSIONER
a. Presides over and emcees all rallies.
b. Serves on the Executive Board and reports to the ASB Vice President.
c. Leads the planning and organization of all rallies, ensuring maximum school participation.
d. Develops the rally lineup schedule and coordinates all necessary materials, including posters, supplies, music, and rally participants.
e. Assists the Vice President in gathering LTA participants and creating email lists for staff.
f. Keeps track of and communicates with all clubs and rally participants regarding schedules, dance checks, and other necessary details.
g. Submits the agenda for rallies and other events to all concerned parties, including the Principal and Executive Board, at least seven days before the event.
h. Helps create themes and ideas for Spirit Week, rallies, and LTAs.
i. Coordinates lunchtime activities and other ASB events, including securing prizes.
j. Delegates responsibilities to class officers and students as needed for rallies and school events.
k. Attends and is on duty at all ASB functions.
COMMUNICATION COMMISSIONER (HEAD OF COMMUNICATIONS)
a. Leads and coordinates all ASB publicity
b. In charge of posting images and updates on website, or other social media.
c. In charge of print posters/flyers (clean up)
d. Coordinate with Class Officers; CLub Presidents & Terra Nova Administration to ensure communications are timely, appropriate, inclusive and representative of the school community.
e. Reports to ASB Secretary
CLUBS COMMISSIONER
a. Be directly responsible for all campus clubs and organizations. This duty includes the updating of official records, maintaining membership information, keeping files current, tracking club activity and acting as a liaison between campus organizations and ASB.
b. Work with the ASB Treasurer to assist campus clubs with fundraising efforts and the proper accounting of student body funds.
c. Coordinate all fundraisers with ASB calendar.
d. Keeps a calendar of all activities of campus clubs.
e..Communicate with all club presidents and publicize meetings and dates; Liaison with all clubs – create contact list with emails of each president.
f. Leads a club orientation meeting in the fall: fundraising, responsibilities, things the president of a new club must do, etc.
g. Organize club packets, approvals. and Organizes Club Rush in September.
h. Leads holiday drives and plans other community service on campus.
i. Reports to ASB President
ATHLETIC COMMISSIONER
a. Hold regular meetings with Athletic Director and team captains
b. Work on publicizing ALL athletic events
c. Help honor athletes at rallies
d. Help organize intramural activities
e.Create Athletic Calendar/poster outlining game schedule
f. Reports to ASB President
OUTREACH COMMISSIONER
a. Coordinate school-wide community service projects (penny wars, blood drives)
b. Enforces a minimum of 5 hours of community service for all ASB members each semester (record hours)
c. Researches and organizes community service opportunities for ASB
d. Reports to ASB President
HISTORIAN
a. Be responsible for filming all ASB events to create a video history of the school year. Work with the Head of Communications
b.Collaborate with Yearbook Club
c.Take pictures of all the events and post them on web site, or other social media.
e. Maintain the equipment (camera) and keep it in a safe place and charged for events.
f. Reports to ASB Treasurer
DUTIES OF CLASS OFFICERS
Section 1. Presidents shall serve on the Student Council and be responsible to run their class and make sure they participate in all necessary school functions.
Section 2. All other officers and duties remain at the discretion of each individual class and its advisor.
Class Presidents (Freshmen, Sophomore, Junior, Senior)
● Act as the representative of your class in Student Congress meetings
● Shall have one vote on in Student Congress
● Organize and run regular class meetings for events, fundraisers and class-sponsored events ● Fundraise for your class putting on class events with class council
● Assist ASB executive board in planning of specific events
● Be a signature on the class signature card
Class Vice Presidents (Freshmen, Sophomore, Junior, Senior)
● Shall assume the duties of President during his/her absences
● Shall be the chief adviser to the President
● Shall select and tally list of class participants for school events, such as rallies, lunchtime activities, etc.
● Organize and help run class meetings
● Assist ASB Executive board in planning of events
Class Secretaries (Freshmen, Sophomore, Junior, Senior)
● Attend all class meetings and act as representative of your class to ASB ● Record accurate meeting minutes at every class meeting, keep in one organized binder and make copies for advisor
● Shall organize and file important records, requests, etc. for the class
● In charge of all writing announcements in the bulletin, marquee, class twitter etc. for your class (with final approval by class adviser or Activities Director)
Class Treasurers (Freshmen, Sophomore, Junior, Senior)
● Shall keep running books (monthly, weekly) that show each deposit and withdrawal, reason or source
● Shall be responsible for keeping accurate amounts, receipts, check requests and deposit slips
● Shall report updates of account to all student government meetings
● Be a signature on the class signature card
