Indicator 13 measures the percentage of youth ages 16–21 with an Individualized Education Program (IEP) that includes measurable, annually updated postsecondary goals based on age-appropriate transition assessments. The IEP must also contain annual goals related to transition service needs, identified transition services, and a coordinated course of study. These components should enable the Local Education Agency (LEA) to support the student’s reasonable progress toward achieving their postsecondary goals.
As part of data collection for Indicator 13, LEAs must provide documentation that the student was invited to the ARC meeting where transition services are discussed. Additionally, when appropriate, LEAs must provide evidence that a representative of a participating outside agency was invited to the meeting with prior parental consent.
