English as a Second Language Program

The goal of JCISD's English as a Second Language (ESL) program is to provide high quality instruction that enables Emergent Bilinguals (EBs) to become proficient in the comprehension, speaking, reading, and writing of the English language through the use of second language acquisition methods.

Elementary

Districts with 20 or more Emergent Bilinguals (EBs) at the same grade level, district-wide, who share the same primary language (Meet the “Rule of 20”) are required to have a bilingual program. All Emergent Bilinguals for whom a district is not required to offer a Bilingual education program shall be provided the English as a Second Language (ESL) Program.

The English as a Second Language program shall provide instruction designed to develop proficiency in listening, speaking, reading, and writing in the English language.  Currently, for grades PK-5th, JCISD offers the English as a Second Language (ESL) program through content-based instruction.  This model targets English language development through academic content instruction that is linguistically and culturally responsive in English Language Arts, Reading, Mathematics, Science, and Social Studies. 

Secondary

The English as a Second Language program shall provide instruction designed to develop proficiency in listening, speaking, reading, and writing in the English language.  JCISD offers the English as a Second Language (ESL) program at grades 6-12 through an inclusionary delivery model.  This model targets English language development through academic content instruction that is linguistically and culturally responsive in English Language Arts and Reading. English Language Arts and Reading teachers at grades 6-12 are ESL certified in addition to being content certified. Instruction is designed to meet the language needs of EBs while providing content instruction based on the TEKS.
