Bouhan Touroku is the bicycle registration with the prefectural police. This procedure is a mandatory for owning a bicycle in Japan. IUJ requires this registration if you want to park your bicycle on IUJ premises.
We strongly recommend NOT to buy a used bicycle without BOUHAN TOUROKU. If the bicycle does not have BOUHAN TOUROKU sticker on, it is NOT legit in Japan. It may be very difficult for you to register the bicycle with IUJ.
If buying a brand new bicycle on the internet such as Amazon, your bicycle may not carry the BOUHAN TOUROKU but it really depends on the shop. If it arrives without it, please take your bicycle to a local bicycle shop with:

It is seller's responsibility to provide the buyer with official BOUHAN TOUROKU.
Some bicycle shops require a transfer of ownership, signed by the previous owner. You should sign the Transfer of Ownership <PDF> <With English translation>, then hand it to the new owner.
From April 1, 2023, all cyclists are obliged to do their best to wear helmets and in accordance with the "Niigata Prefecture Ordinance on the Promotion of Safe and Proper Bicycle Use," anyone who uses a bicycle in Niigata Prefecture must purchase insurance, etc… to compensate for damages to the other party in an accident.
