Siân Mughan

Welcome! I am an assistant professor at the School of Public Affairs at Arizona State University. My research interests lay in state and local public finance. Specifically I am interested in fiscal federalism and how tax and budgetary structures impact equity outcomes. My recent work focuses on how fiscal stress in local governments leads to revenue seeking behavior by actors in state criminal justice systems.
