In 1962, President Robert Chiari visited President John F. Kennedy. It created a Joint-Declaration. This declared more participation between Panamanian workers, and also equality between the workers.
This declaration created arrangements to raise the Panamanian flag in different parts of the Panama Canal
In January 1963, the committee was asked to comply with this agreement to place the Panamanian flag wherever the United States flag was placed, except on military bases.
