Relevant guidelines for national NAMA planning and implementation
A guide for planning investment in low-emission rice production by identifying the costs and potential benefits of mitigation options. The Guide identifies opportunities for investments in climate-smart rice production to:
progress toward carbon neutrality and diversify sourcing of carbon offsets projects to reduce and mutualize investment risks;
secure investors’ ability to directly source in-kind carbon offsets
lead the market through negotiated carbon markets’ returns to monetize financial investors’ carbon dividends; and
deliver additional social, economic, and environmental impact to rural communities.
Vietnam's Ministry of Agriculture and Rural Affairs has issued a standardized guidelines for measuring GHG emissions as reference for determination, calculation of GHG emissions in paddy rice production. The Guidelines were published in a Handbook developed by Vietnam’s Institute of Agricultural Environment with support from IRRI, Winrock international, and SNV in 2016.
A supplement to the GHG Protocol Corporate Standard and covers all agricultural sub-sectors, including livestock, crop production, and land use change.

An introduction to methane emissions from rice cultivation and the methods used to quantify them. The material covers the two primary sources of methane emissions in rice production: (1) flooded rice fields and (2) straw burning. It also introduces the IPCC Guidelines for greenhouse gas accounting, including the three levels of quantification accuracy (Tier 1, Tier 2, and Tier 3), and provides an overview of field measurement methods used to develop country-specific Tier 2 emission factors.
An interactive MRV Tool is provided through the International Partnership on Mitigation and MRV supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The tool provides developers and implementers of NAMAs with brief step-by-step instructions on how to develop an MRV system. The tool navigates users to the relevant information, knowledge, instruments, and publications available. The MVR Tool is available to download in multiple languages, including English, French, Spanish, and Vietnamese.
This report outlines Vietnam's government plan to unify the monitoring and reporting system for the crop sector under a standardized National Data Architecture. It reviews how the newly merged Ministry of Agriculture and Environment (MAE) aims to eliminate fragmented data silos and transition to an integrated, data-driven management framework for agricultural and climate data. The implementation roadmap spans from 2025 to 2030, establishing clear roles for central and provincial authorities while enforcing a rigorous, multi-layered security protocol. Additionally, the framework highlights a key technical partnership with the International Rice Research Institute (IRRI) to upgrade crop reporting systems and integrate greenhouse gas emission tracking.
The verification of GHG emissions reduction in rice production requires the monitoring of cultivation and post-harvest practices. A questionnaire template is designed for use of farmers and post-harvest service providers to keep track of production activities and data. This template allows farmers and service providers to document their practices and provide evidence for following the recommendations to reduce GHG emissions. Based on this information, project proponents or producers can assure that the reference fields or products are produced in a conservative manner with respect to methane emissions.
