What is Title I?
Title I is the largest federal aid program for public schools. The No Child Left Behind Act of 2001 (NCLB), reauthorized in 2015 as the Every Student Succeeds Act (ESSA) identifies federal grants that provide funding to school districts.
What are the priorities of Title I?:
Strengthen the core program in schools and provide academic and/or support services to low-achieving students at the preschool, elementary, middle, and high school levels;
Provide evidence-based programs that enable participating students to achieve the learning standards of the state curriculum frameworks;
Elevate the quality of instruction by providing eligible staff with substantial opportunities for professional development; and,
Involve parents/guardians of participating public and private school children as active partners in their children's education at school through open, meaningful communication, training, and, as appropriate, inclusion in decision-making processes.
How does Winthrop School get funding?
Funding is based on the Federal Census. The Federal Government determines how much money each state receives. Once determined, MA Department of Elementary and Secondary (DESE) disseminates money to each district/school based on the economically disadvantaged enrollment.

What does Title I look like at Winthrop School?:
As a Targeted Assistance program, Title I funding provides supplemental services in literacy and math for identified students using a variety of models (push-in, pull-out, team teaching, coaching). Students are selected for the program based upon academic need, and not economic need.
