Fluency is the ability to read like one is talking. Reading fluently takes modeling and practice. One strategy is to help students "chunk text" into meaningful phrases (as seen below). Students read one phrase at a time then reread the passage as many times as needed until reading like talking. Poetry lends itself to reading in phrases. Not to mention, it's fun!
