RIMBA Strategic Roadmap for Sustainable AI Literacy 

Pilot Implementation Investment 

Since its initial implementation, RIMBA has been supported through direct investment in equipment, instructional resources, logistics, and community engagement activities. This pilot investment has enabled the successful implementation of AI Literacy and IoT learning activities in marginalised communities and provides evidence of the model's practical feasibility for future scaling. 

Funding Commitment

This initiative has been developed and implemented without external financial support. Every stage of the research and community implementation has been self-funded by the project team, including field deployment, transportation, accommodation, educational materials, IoT devices, AI learning kits, prototype development, and community engagement activities.

The successful outcomes achieved through limited personal resources demonstrate both the feasibility and sustainability of the proposed model. Strategic funding support will significantly increase the project's reach, allowing more marginalised communities to benefit while strengthening evidence generation, capacity building, and long-term sustainability.

Projected Annual Implementation and Budget Requirements (2027–2031) 

To demonstrate the long-term sustainability and scalability of the RIMBA initiative, a phased implementation strategy has been developed. Rather than targeting nationwide implementation simultaneously, RIMBA adopts a progressive scale-up approach, allowing the programme to expand systematically based on available funding, strategic partnerships, and implementation capacity.

The following projections present the estimated annual implementation requirements over a five-year period.

Scalability Rationale

The projected implementation targets represent only a small proportion of Malaysia's rural and marginalised communities, making the proposed expansion both realistic and achievable. The phased implementation strategy is designed to ensure sustainable growth through strategic collaboration with government agencies, educational institutions, industry partners, and non-governmental organisations. As implementation capacity increases, RIMBA can be progressively expanded to reach a broader population while maintaining programme quality and measurable educational impact.

This roadmap demonstrates RIMBA's readiness for long-term deployment and its potential to contribute to inclusive AI literacy development among marginalised communities in Malaysia.

Projected Performance Breakdown by SDG Outcome (2027–2031) 

The RIMBA initiative adopts a phased implementation strategy to progressively expand AI literacy and digital innovation among marginalised communities across Malaysia. Aligned with the United Nations Sustainable Development Goals (SDGs), the roadmap projects measurable outcomes over a five-year period through strategic partnerships with government agencies, educational institutions, industry, and community organisations.

Under SDG 4 (Quality Education), RIMBA aims to expand from 10 pilot communities in 2027 to 100 communities by 2031, reaching an estimated 300 to 3,000 AI literacy participants while training 50 to 500 teachers and community facilitators. Through its Human-Centred AI pedagogical approach, the programme targets a minimum 30% improvement in AI literacy competencies, enabling learners with limited digital exposure to develop practical AI knowledge and problem-solving skills.

In support of SDG 9 (Industry, Innovation and Infrastructure), RIMBA will facilitate the distribution of 100 to 1,000 AI and IoT learning kits, enabling communities to engage in experiential and technology-enhanced learning. The programme further projects the development of 20 to 200 community-based innovation prototypes, demonstrating how AI and IoT technologies can be applied to address real-world local challenges. All participating communities will receive Human–Computer Interaction (HCI)-based AI training, ensuring that learning experiences remain accessible, inclusive, and suitable for learners with diverse educational and digital backgrounds.

Contributing to SDG 10 (Reduced Inequalities), RIMBA is committed to maintaining at least 50% participation from women and youth, ensuring equitable access to AI literacy opportunities among traditionally underserved populations. By reducing technological and educational barriers, the initiative seeks to foster inclusive participation in the digital economy and strengthen community resilience through AI-enabled capacity building.

Collectively, these projected outcomes demonstrate RIMBA's long-term vision of transforming AI literacy from isolated pilot interventions into a sustainable, scalable national initiative that empowers marginalised communities through inclusive, human-centred, and technology-driven education. The implementation targets represent a realistic scale-up roadmap designed to maximise educational impact while ensuring sustainable growth through cross-sector collaboration.

National Demand Projection

Malaysia presents substantial opportunities for expanding inclusive AI literacy initiatives across marginalised communities. Based on current demographic and settlement distributions, the country comprises more than 850 Indigenous (Orang Asli) villages, 317 FELDA settlements, and over 5,000 rural villages, representing more than 6,000 potential communities that could benefit from accessible AI education and digital capacity-building programmes.

Recognising the scale of this opportunity, RIMBA adopts a phased implementation strategy rather than pursuing nationwide deployment simultaneously. The programme is designed to begin with carefully selected pilot communities before progressively expanding through strategic partnerships with government agencies, educational institutions, industry, non-governmental organisations, and local community leaders.

This projection highlights both the significant national demand for inclusive AI literacy programmes and the long-term scalability of the RIMBA initiative. By addressing only a small proportion of these communities during its initial implementation phases, RIMBA demonstrates a realistic, achievable, and sustainable expansion pathway while maintaining programme quality, effective monitoring, and measurable educational outcomes.

As implementation capacity and partnerships continue to grow, the initiative has the potential to evolve into a nationwide model for Human-Centred AI Literacy, contributing to digital inclusion, educational equity, and sustainable community development throughout Malaysia.

The projected coverage of 100 communities by 2031 represents less than 2% of Malaysia's estimated target communities, underscoring that the proposed scale-up is both conservative and operationally achievable while providing substantial opportunities for future national expansion. 

Projected Budget per Community 

The estimated implementation cost for the RIMBA programme is approximately USD 12,100 per community, covering the essential resources required to deliver a comprehensive Human-Centred AI Literacy programme in marginalised settings. The budget has been developed based on the pilot implementation experience and reflects the minimum investment necessary to ensure effective programme delivery, quality learning experiences, and sustainable community engagement.

The largest investment is allocated to AI and IoT learning equipment, including micro:bit kits, sensors, and supporting technologies, which enable participants to engage in hands-on, project-based learning. Additional resources are dedicated to laptops and tablets to ensure equitable access to digital learning, particularly in communities with limited technological infrastructure.

Beyond technology, the budget prioritises capacity building through facilitator training, the development of AI literacy learning modules, transportation and logistics for remote community implementation, and systematic monitoring and evaluation to measure educational outcomes and programme effectiveness. Resources are also allocated for documentation and impact reporting to support continuous improvement, accountability, and evidence-based scaling.

This projected budget is intended as a planning estimate for future implementation and may be refined according to local contexts, community needs, and strategic partnerships. By investing in both technological infrastructure and human capacity, RIMBA establishes a sustainable foundation for expanding inclusive AI literacy programmes while ensuring that implementation remains accessible, scalable, and responsive to the needs of marginalised communities.

The projected investment of approximately USD 12,100 per community represents a strategic investment in human capital, digital inclusion, and sustainable AI literacy development. The budget is designed to maximise long-term educational and socio-economic impact while ensuring scalability, cost-effectiveness, and responsible resource utilisation across diverse community settings.

Five-Year Annual Requirement Projection (2027–2031) 

To ensure the long-term sustainability and scalability of the RIMBA initiative, a phased five-year implementation roadmap has been developed. Rather than pursuing immediate nationwide deployment, the programme adopts a progressive expansion strategy that balances implementation capacity, financial sustainability, and measurable educational impact.

The projected investment begins with 10 communities in 2027 and gradually expands to 100 communities by 2031, reflecting RIMBA's commitment to systematic growth while maintaining programme quality. Based on an estimated implementation cost of USD 13,428 per community, the total financial requirement over the five-year period is projected at approximately USD 3.49 million.

The annual investment covers the complete implementation ecosystem, including AI and IoT learning equipment, digital devices, instructional materials, facilitator capacity building, community engagement, transportation and logistics, monitoring and evaluation, and impact documentation. These resources are essential to ensure that every participating community receives a consistent, high-quality, and evidence-based AI literacy programme.

The proposed financial projection is designed as a strategic investment roadmap rather than a funding request for immediate nationwide implementation. By adopting a phased approach, RIMBA enables governments, development partners, philanthropic organisations, and industry collaborators to support expansion incrementally while ensuring responsible resource utilisation and continuous programme evaluation.

With an estimated reach of 100 communities by 2031, representing less than 2% of Malaysia's potential target communities, this projection demonstrates that the proposed scale-up is both operationally achievable and financially sustainable. At the same time, it establishes a strong foundation for future nationwide expansion, positioning RIMBA as a scalable Human-Centred AI literacy model capable of advancing digital inclusion, educational equity, and sustainable community development across Malaysia.
