第一章 總則
第 一 條 本會中文名稱為「學生助理博士後研究員聯誼會」(以下簡稱本會),英文名稱為Student, Technician, Post-doc Association (STPA)。
本會為本所學生、助理與博士後研究員之最高自治組織。
第 二 條 本會之宗旨為增進所內所有實驗室學生、助理與博士後研究員的交流為宗旨。
第 三 條 本會之輔導單位為分生所學生助理博士後委員會。
第二章 會員
第 四 條 本所所有學生、助理與博士後研究員,均為本會當然會員。
第 五 條 本會會員享有下列之權利與義務:
一、參與本會舉辦之各項事務及活動。
二、具有選舉、被選舉會員代表之權利。
三、對本會重大事務有直接投票決議之權利。
四、遵守本章程及會員代表會議之決議。
第三章 會員代表會議
第 六 條 本會由各實驗室推舉一至數位會員代表組成,每個實驗室的會員代表人數不多於本會會員代表總數之50%,代表會員行使活動組織權利。
第 七 條 每年10月底前召開會員代表會議進行選舉並訂定年度計劃,但有下列情形之一時得召開臨時會議:
一、會員代表五分之一以上連署請求召開會議時。
二、會長,活動總召及學生助理博士後委員會主席認為必要時。
第 八 條 會員代表會議舉辦之目的為選舉下任期會長與討論和聯誼會相關之重要事宜。
第四章 行政組織
第 九 條 本會行政組織稱為「學生助理博士後研究員聯誼會」其組織與職掌如下:
一、會員代表:各實驗室(含核心實驗室)推舉一位以上成員代表其實驗室擔任實驗室聯絡窗口並擔任所內各大活動之當然籌備委員。
二、組織:如下圖所示。
三、功能職掌:
行政組:處理本會行政事務、經費申請、管理預算、紀錄帳務
學術活動組:學術性活動之策劃及執行
康樂活動組:非學術性活動之策劃及執行
文宣組:文宣品設計與製作、活動宣傳、活動攝影
總務組:場地、器材租借及布置
四、組長:由本會各組成員相互推舉產生,負責舉辦所內各大活動。
五、會長:由每年定期舉辦會長選舉,對內協調各組事務,召開各項工作會議,統籌所內外各類相關活動之計畫與執行;對外為本會負責人。
第 十 條 會長出缺時,由副會長代理會長。出缺時間如距原會長任期屆滿六個月以上,則應立即辦理會長補選,以補足原任會長未滿之任期為止。
第五章 選舉與罷免
第 十一 條 學生助理博士後研究員聯誼會之選舉:
每年10月底前辦理會長改選,由當屆聯誼會會長召開會員代表會議進行會長選舉,當選人於隔年1月1日就任,任期一年,連選得連任一次(連
任視個人意願為優先考量)。
第 十二 條 會長選舉時,會長及各組組長之候選人應具有會員代表資格。
第 十三 條 新任會長上任後,舉辦會員大會進行各功能組交接與公告年度活動計畫。
第 十四 條 會長若有違反本會章程或有重大失職之情事時,經實驗室代表大會二分之一以上代表出席、出席代表三分之二以上同意,方得舉行罷免投票。罷
免投票經會員代表二分之一以上投票、投票全體三分之二以上贊成則罷免之。
第六章 財務
第 十五 條 本會之經費來源由分生所相關單位資助。
第七章 附則
第 十六 條 本章程為本會最高法規,其他本會各項規章與本章程牴觸無效;會員代表會議、各行政部門、各委員會所作決議與本章程相牴觸者無效。
第 十七 條 本章程修改應依下列程序之一為之:
一、會員代表五分之一以上連署,二分之一以上出席及出席代表二分之一以上決議,得修改之。
二、由行政部門提出修正案,經會員代表總額二分之一以上出席及出席代表 二分之一以上決議,得修改之。
第 十八 條 本章程中如需另訂辦法或細則者,由會員代表會議訂定之。
第 十九 條 本章程經學生助理博士後委員會通過實施,修訂時亦同。

Chapter 1: General Provisions
Article 1: The English name is "Student, Technician, Post-doc Association (STPA)," hereinafter referred to as "association." This association is the
highest self-governing organization for students, technicians, and postdoctoral researchers in this institute.
Article 2: The purpose of this association is to enhance communication among students, technicians, and postdoctoral researchers in all
laboratories within the institute.
Article 3: The supervisory unit for this association is the Student, Technician, and Post-doc Committee of the Institute of Molecular Biology.
Chapter 2: Members
Article 4: All students, technicians, and postdoctoral researchers in this institute are natural members of this association.
Article 5: Members of this association have the following rights and obligations:
(a) Participate in various matters and activities organized by this association.
(b) Have the right to elect and be elected as a member representative.
(c) Have the right to vote directly on important matters of this association.
(d) Comply with this charter and the resolutions of the member representative assembly.
Chapter 3: Member Representative Assembly
Article 6: This association is composed of several members elected from each laboratory, with the number of member representatives from each
laboratory not exceeding 50% of the total number of member representatives of this association. Member representatives exercise
the right to organize activities.
Article 7: The member representative assembly shall be convened by the end of October each year to conduct elections and formulate an annual
plan. However, an extraordinary meeting may be called in one of the following circumstances:
(a) When more than one-fifth of the member representatives request the convening of a meeting by petition.
(b) When the president, the chief coordinator of activities, or the chairperson of the Student, Technician, and Post-doc Committee
deems it necessary.
Article 8: The purpose of the member representative assembly is to elect the president for the next term and discuss important matters related
to the association.
Chapter 4: Administrative Organization
Article 9: The administrative organization of this association is called "Student, Technician, Post-doc Association." Its organization and
responsibilities are as follows:
(a) Member representatives: Each laboratory (including core laboratories) elects one or more member representatives to serve as
laboratory liaison and as members of the organizing committee for major activities within the institute.
(b) Organization: As shown in the diagram.
(c) Functional responsibilities:
Administration: Handles administrative matters, budget applications, budget management, and accounting records.
Academic activity: Plans and executes academic activities.
Recreational activity: Plans and executes non-academic activities.
Artistic design: Designs and produces promotional materials, promotes activities, and takes event photos.
General affair: Handles venue rental, equipment leasing, and setup.
(d) Team leaders: Elected by members of each team within the association, responsible for organizing major institute-wide activities.
(e) President: The president is elected regularly each year. Internally, they coordinate the affairs of each team, convene working
meetings, and plan and execute various relevant activities within and outside the institute. Externally, they represent the association.
Article 10: In case of a vacancy in the position of the president, the vice president will act as the president. If the vacancy occurs more than six
months before the original president's term expires, a by-election for the president shall be held immediately to complete the
remaining term of the former president.
Chapter 5: Elections and Removal from Office
Article 11: Elections for the Student, Technician, Post-doc Association:
Elections for the president shall be held before the end of October each year. The current president of the association shall convene
the member representative assembly to conduct the presidential election. The elected president shall take office on January 1 of the
following year, with a term of one year. Re-election is allowed once (subject to the individual's preference).
Article 12: Candidates for the position of president and team leaders in the election must be eligible member representatives.
Article 13: After the newly elected president takes office, a member assembly shall be held to facilitate the transition of functions and announce
the annual activity plan.
Article 14: If the president violates this association's charter or engages in significant misconduct, a recall vote may be conducted. A recall vote
can be held if more than half of the laboratory representative assembly members are present, and if more than two-thirds of the
members present agree to it. The recall is confirmed if more than half of the member representatives vote for it, with a two-thirds
majority of the total votes.
Chapter 6: Financial Matters
Article 15: The funding for this association is provided by relevant units of the Institute of Molecular Biology.
Chapter 7: Supplementary Provisions
Article 16: This charter is the highest regulation of this association. Other regulations of this association that contradict this charter are invalid.
Resolutions made by the member representative assembly, administrative departments, and committees that contradict this charter
are also invalid.
Article 17: Amendments to this charter must be made in one of the following ways:
(a) A petition signed by more than one-fifth of the member representatives and approved by more than half of the members present
and more than half of the member representatives present.
(b) Amendments proposed by an administrative department, approved by more than half of the total number of member
representatives and more than half of the member representatives present.
Article 18: If separate rules or regulations are required within this charter, they shall be established by the member representative assembly.
Article 19: This charter is implemented upon approval by the Student, Technician, and Post-doc Committee, and the same procedure applies
when revising it."
