The rules in society serve to learn to live together in respect and harmony, supported by fair
actions. When these are broken, they cause imbalance and social unrest, resorting to legal
norms, to reestablish the balance of good living in society, where both have in common, the
satisfiers meet their needs. We live in society and we depend on everyone; what’s more, we
become human thanks to contact with others. To live together, we need norms and rules that
indicate what is allowed and prevent us from harming each other. Each human group creates
its norms and rules to guide behavior within the family, school, club, and so on.
Laws are binding on everyone and are gathered in documents called codes. When someone
disobeys a law or commits a crime, they are punished with a fine or jail. On the other hand, if
someone does not comply with a standard of courtesy, for example, the punishment or
sanction is different, in this case, he may face rejection by people. When living in society, an order is essential, a mechanism that regulates people’s behavior, in
such a way that the rights and freedoms of all are respected equally; with it come the norms.
The norm is an ordering of human behavior according to a criterion that carries a penalty if it
is not complied with. The rule can also be coercive, the possibility of using force to enforce it.
The rules are intended to establish how the person should behave, it is a “must be” or
obligation.
There are various standards of behavior or regulatory systems:
The moral norm: It aims at the improvement of man, from the perspective of his personal
good, his end is goodness. The sanction is given by the fact of not achieving the improvement.
On the other hand, it is incoercible, that is, it cannot be legally punished.
The rule of social treatment: Its goal is to regulate social action in such a way as to achieve a
coexistence as pleasant as possible. They vary according to culture, time, etc. They are not
coercive but there is a forced obligation by the environment or social group to which the
person belongs.
The legal rule: It is a set of rules that aims to order and guarantee life in society of the human
person. The values that sustain it are security and justice. It is of an imperative and
enforceable nature as it imposes duties and obligations that must be fulfilled, being able to use
force if it is not complied with.
This is how our Constitution considers these functions, as its laws were written in order to
build a just society. For these laws to exist, the Executive Branch sends bills and the Legislative
Branch studies them to decide whether or not they will be accepted, submitting them to a vote.
