A. You will be unable to send or receive emails until you reduce usage below 2GB. If the issue persists, Google may purge data to reduce down to 2GB

A. After deleting emails/files/photos, they are moved to your Trash folder. They will continue to consume space until they are purged from the Trash, which happens automatically after 30 days, or sooner if you manually empty the Trash.

A. No, files shared with you do not count against your storage unless the previous owner transferred ownership to you.
Q. When I look at the storage used in my Google account, it shows data from my <other> account. How do I see the storage used by my IEEE Google account?
A. Be sure you are accessing the storage details for your IEEE Google Account. Click your profile photo/initial in the top-right corner of storage page and select your @ieee.org account. If your @ieee.org account is not listed, click Add another Account and log into your @ieee.org account
