I saw this and thought it was lovely idea!

A school had this in their entrance hall to welcome visitors to their school of reading

Give children ownership of the bookshelves. You could have a shelf where they take it in turns to put up their recommendations. It means that everyone has a chance to recommend and all children have status as readers.
