The Pupil Services Department:

Welcome to the HEVSD's website. The Pupil Services Department strives to provide a comprehensive continuum of services for our students identified with a disability. Teachers are supporting students in a variety of settings and with numerous models of inclusion, co-teaching and small group instruction. Differentiated instruction, along with response to intervention practices, have been implemented which enables students to achieve in all settings. We also partner with the Trumbull County Educational Service Center (TCESC) as well as the Trumbull County Board of Developmental Disabilities (TCBDD) to provide services for preschool through Year 23 services. Our staff is dedicated to supporting students throughout their school experiences as they prepare to successfully transition from building to building as well as into adulthood including post-secondary training, college enrollment, military enlistment, and employment.

Search for Students with Disabilities:

Hubbard EVSD is participating in Child Find in an effort to locate and evaluate students in our community that may have disabilities. Many unidentified students with disabilities are preschoolers. Parents and Guardians may not be aware of access to early intervention services and programs available for their children.

If you have or know of a child who may have a disability, please contact the Director of Pupil Services at 330-534-1921 ext. 1007. All information will be held in strict confidence and released to others only with parent permission or as allowed by law. The state and federal policies and procedures, known as “A Guide to Parent Rights in Special Education” are available for review in the next section or by contacting the Director of Pupil Services.

Provisions for Identification and Evaluation of Children with Disabilities

The Individuals with Disabilities Education Act (IDEA) is a federal law that assures children and youth with disabilities a free and appropriate public education (FAPE) in the least restrictive environment (LRE). The Hubbard Exempted Village School District provides a continuum of special education programs and services for preschool and school-age students with disabilities.

Child Find: “A Search for All Children with Disabilities” Child find is the process of identifying, locating and evaluating all children from age three to twenty-one who may have a disability and be in need of special education and related services, regardless of severity of the disability. The district seeks to identify, through child find, all children in the Hubbard EVSD who attend a public or non-public school in the district or who are homeless or wards of the state who may be in need of special education and related services.

A child with a disability is a child having a Intellectual Disability, Hearing Impairment (including Deafness), Visual Impairment (including Blindness), a Speech or Language Impairment, an Emotional Disturbance, and Orthopedic Impairment, Autism, Traumatic Brain Injury, Other Health Impairment, Specific Learning Disability, Deaf-Blindness, or Multiple Disabilities.

Parents, relatives, public and private agency employees, and concerned citizens are asked to help the Hubbard EVSD find any child who may have a disability and need special education and related services. If you are aware of a child who may have special needs, please notify Mary Mathews-Bebech, Director of Pupil Services at 330-534-1921 Ext. 1007.

Parent Notification of Scholarship Programs for Students with Disabilities

Dear Parent/Guardian,

Your child may be eligible for a scholarship under the Autism Scholarship Program or the Jon Peterson Special Needs Scholarship Program to attend a special education program that implements the child's individualized education program and that is operated by an alternative public provider or by a registered private provider. Information on scholarship programs are available on the Ohio Department of Education (ODE) web site.
