Smart Snacks Standards
Effective in 2008, Oregon statute set nutrition standards for foods and beverages sold outside the National School Lunch and School Breakfast Programs during the school day or during extended school hours for activities such as clubs, yearbook, athletic practice, band and drama rehearsals. It includes fundraisers during school, but not athletic events, theater performances and recitals or other gatherings where parents/community members are significant parts of the audience. The Healthy Hunger Free Kids Act of 2010 provided USDA authority to establish nutrition standards for all foods and beverages sold outside of the Federal child nutrition programs in schools. July 1, 2014 was the initial implementation date for Smart Snacks. As a result of the federal regulations, Oregon adopted new legislation in 2015 – Oregon Smart Snacks. This legislation follows federal guidelines but includes the flexibility to establish additional standards. HSD Board policies EFA-Wellness & EFAA-AR Food & Nutrition Services identify district compliance with these standards.
Why are Smart Snacks Important?
More than a quarter of kids’ daily calories may come from snacks.
Kids who have healthy eating patterns are more likely to perform better academically.
Kids consume more healthy foods and beverages during the school day. When there are Smart Snacks available, the healthy choice is the easy choice.
Smart Snacks Standards are a Federal requirement for all foods sold outside the National School Lunch Program and School Breakfast Program.
Which food and beverages sold at schools need to meet the Smart Snack Standards?
Any food and beverage sold to students at schools during the school day, other than those foods provided as part of the school meal programs
Examples include à la carte items sold in the cafeteria and foods sold in school stores, snack bars, and vending machines.
Foods and beverages sold during fundraisers, unless these items are not intended for consumption at school or are otherwise exempt by ODE.
