William H. Parsons,81, the retired Washington legal representative of the Canadian Pacific and Soo Line Railroad who also was active in civic and neighborhood affairs in the Hillandale area of Siver Spring, died Oct. 8 at Holy Cross Hospital after a heart attack

Mr. Parsons was born in Washington and graduated from the old Business High School and George Washington University law school

He went to work here for the Canadian Pacific and its US subsidiary, the Soo Line, shortly after law school.

He remained with them until he retired in 1968.He was active in his neighborhood watch steeing committee and the swim and tennis association, and in 1985 received the Hillandale Citizen's Association's Outstanding Citizen Award for 38 years of neighborhood service.

He was an enthusiastic gardner and a founder of the Azalea Society of America and the Hillandale Garden Club.

Mr Parsons also was a volunteer teacher at a school for foreigners preparing for U S citizenship at the Clifford Park Baptist church in Silver Spring.

He was a member of the Good Shepherd United Methodist Church in Silver Spring.

Survivors include his wife of 54 years, Thurza S. Parsons of Silver Spring; two daughters, Ruth Martin of Ephrata, PA, and Thurza Campbell of Sherborn, Mass.; three brothers, John E of Washington, Ernest B of Hyattsville and James A of Myrtle Beach SC and seven grandchildren.
