Dr. Huff began his formal education after two combat tours of duty as an infantryman in Operation Enduring Freedom throughout Central America and in Iraq. After earning a bachelors degree in psychology, and masters degrees in security technologies and geographic information systems (GIS), he was appointed a research fellow at the National Center for Food Protection and Defense (NCFPD) while earning a Ph.D. in Environmental Health specializing in emerging and environmental infectious disease at the University of Minnesota.

While working at NCFPD, Dr. Huff researched the human, environmental, and engineered aspects of global food systems and patented a novel technology to collect and fuse data from multiple disparate sources to determine which food systems are at risk to spatial hazards, map global supply chains in near real-time, and to rapidly identify contaminated food products and supply sources. After completing his Ph.D., Dr. Huff transitioned to Sandia National Laboratories as a Senior Member of the Technical Staff where he worked on interdisciplinary teams in developing novel methods of biosurveillance, public health capacity building in foreign governments, and modeled the effects of pandemics on interdependent infrastructure systems (e.g., food, water, energy). 

As a senior scientist at EcoHealth Alliance, Dr. Huff is working to develop novel methods of biosurveillance, data analytics and visualization for disease detection, and unique methods to identify disease emergence. His research centers on the interaction of human disease reporting, machine learning of passive and active surveillance data streams, and combined with the interaction of both engineered and natural systems.  Additionally, he has been an active participant in government and private sector committees that work to establish effective policies for food systems and multiple aspects of public health. 

• "Climate change is causing different ecological interactions; thus, zoonotic diseases will likely emerge in new transitional ecological zones. While old diseases will re-emerge in the developed world, their effects will be most detrimental in the third world. From influenza to HIV, the urbanization of the global population will increase the rate at which zoonotic and anthropogenic diseases are transmitted. High population density and rapid global transportation will increase the frequency and intensity of disease cycles, and increase the demand for limited public health resources. Complicating matters further, 925 million humans are currently malnourished worldwide, which increases the probability of disease infection.  An increasing population will cause the competition for water, energy, and food resources to intensify. Furthermore, climate change is increasing ecological interactions and likely contributes to: growing disease emergence risk; possible reductions in crop productivity due to changing weather patterns, increasing prevalence of plant pathogens and pests; and armed conflicts where potable water, natural resources for manufacturing and energy, and nutritious foods are less readily available or extremely scarce.  These challenges will complicate the response to a pandemic in the future and we need to work to measure these problems and create novel solutions to mitigate their consequences." - Dr. Andrew G. Dr. Andrew Huff is the Associate Vice President of Data and Technology and leads a team of data scientists, infectious disease experts, and software engineers. His team conducts scientific research to identify and measure infectious disease drivers and develops software for biosurveillance, One Health big data, and disease forecasting. His team’s research centers on the fusion of biosurveillance and environmental health data streams, emerging infectious diseases, and infectious disease forecasting.

Dr. Huff is an interdisciplinary scientist. He completed all of his training at the University of Minnesota within three different academic disciplines: (1) the College of Liberal Arts (B.A. psychology); (2) the College of Science and Engineering (M.S. in Security Technologies & GIS); and, (3) the School of Public Health (Ph.D. in Environmental Health, Environmental & Emerging Infectious Disease). Lastly, his research has been published in wide variety of academic journals, government, and industry publications (e.g., agricultural, computational, engineering, food, public health, computational).

• From 2002 to 2008 I served in the U.S. Army in both the Minnesota National Guard and on active duty in the US Army as an infantryman.
• I was ordered to serve on active duty to support and fight in the Global War on Terrorism as part Operation Enduring Freedom as an infantryman in Central America, and I volunteered to serve in combat in Operation Iraqi Freedom, where I received numerous medals, awards, and accolades at the low ranks of Private First Class and Specialist.
• While performing combat operations in Iraq, I continued my undergraduate studies while it was my turn to sleep and prepared and competed in Non-Commissioned Officer Review Boards, where I performed the best among the candidates in all aspects of the review except fitness. I was also nominated by my commanding officer to attend Officer Candidate School at the end of my tour in Iraq, based on my performance, leadership ability, and success at executing officer level tasks, which were assigned to me.
• After returning home from Iraq, I completed a heavily research and quantitatively focused bachelor’s degree in Psychology at the University of Minnesota, which is one of the top psychological research institutions in the world. I worked directly with many of the world’s leading experts in personality, vocational, career interests, clinical, and counseling psychology research, and completed independent quantitative psychological research which was submitted for peer review publication.
• Simultaneously, to earning my Bachelor’s degree, I was a program assistant and contracts technical representative (COTR) for the United States Department of Veterans Affairs, where I relocated and opened several new outpatient mental healthcare offices for the agency and managed numerous contracts and relationships with healthcare providers. My supervisor became severely ill, and I independently and successfully managed the organization and contract facilities across the upper Midwest and staff in his absence at the age of 26, which resulted in a financial bonus paid by the government.
• Next, I earned a master’s degree in Security Technologies with a minor in Geographic Information Systems, finishing at the top of my class, from the College of Science and Engineering at the University of Minnesota. In the program, I learned to solve national security problems against different types of critical infrastructures using complex systems analysis, systems modeling, high performance computing, intelligence collection techniques and trade craft, international security, bioterrorism, behavioral threat analysis, cryptography, cyber security, vulnerability, and risk assessment among other things. Upon completion of my master’s degree coursework and research thesis defense, in only fifteen months, my thesis committee strongly encouraged me to obtain a PhD and was informed that I should meet with one of my instructors which was a member of the faculty in the School of Public Health.
• After meeting with Dr. Jeff Bender from the School of Public Health and College of Veterinary Medicine at the University of Minnesota, I was offered full employment as a Research Fellow at a Department of Homeland Security Center of Excellence at the University of Minnesota, along with a full scholarship to obtain a Ph.D. related to the fields of bioterrorism, biowarfare, chemical warfare or terrorism, pandemics, and emerging infectious disease. This is the best possible offer a Ph.D. student can receive anywhere throughout academia and is rare.
• I earned a Ph.D. from the University of Minnesota’s School of Public Health’s Environmental Health Science program with a specialization in Emerging Infectious Diseases. My core focus of my education and research was pandemic preparedness response, bioterrorism, biowarfare, biosecurity, chemical attacks & exposures, and biosafety. I completed the program at a record pace (around 3 years) and all my novel research was published in peer reviewed and referred journals before I submitted my dissertation for review.
• While working as a Research Fellow at a Department of Homeland Security Center of Excellence, I frequently traveled to Washington, D.C. and around the country where I became in an active member of US government committees and meetings related to pandemics, public health, and national security. I was introduced to many high-level managers within the US government working in these areas, and I frequently presented my research at US government meetings, to executives in the private sector at large multinational companies, and worked directly with industry and state governments to help improve their national security in areas where I have subject matter expertise.
• Upon completing my Ph.D., I was recruited by Sandia National Laboratories, where I served the U.S. Government as a Senior Member of the Technical Staff and held a Department of Energy ‘Q’ clearance (equivalent to the Department of Defense’s Top Secret designation). At Sandia, I analyzed complex national security problems in my areas of expertise, served as a subject matter expert in public health systems and food systems, and participated in a broad spectrum of projects related to pandemic preparedness, mitigation, and response. Wishing to leave the classified work environment, and due to a funding shortfall in my area of passion (preventing intentional contamination of the food supply), I decided to seek work elsewhere in the fall of 2014 and I applied to EcoHealth Alliance in September of 2014.
• Shortly after applying to a position at EcoHealth Alliance, I interviewed with Dr. Peter Daszak on the telephone and then traveled to EcoHealth Alliance’s office in New York City for a comprehensive on-site interview. After completing the interview, I was offered and accepted a position as a Senior Scientist in charge of the Data and Technology team. Upon beginning work at EcoHealth Alliance, I was asked to perform a series of duties which would be considered normal in any kind of scientific or academic organization.
• Information Related to EcoHealth Alliance and the Development of SARS-COV2:
  • • In late 2014, I was asked to prepare a report for the Intelligence Advanced Research Projects Activity, Office of the Directorate of National Intelligence, (IARPA). I later learned upon promotion to Associate Vice President while attending weekly finance updates that EcoHealth Alliance did not receive any funding from this agency (IARPA), as far as I am aware.     • In late 2014, I was asked to review (provide edits, comments, and feedback) on a research proposal that was in preparation to be submitted to the National Institutes of Health’s (NIH) National Institute for Allergens and Infectious Diseases (NIAID) to conduct Gain of Function research and development with numerous partners including the Wuhan Institute of Virology, which was supported by Dr. Ralph Baric at the University of North Carolina (UNC).     •  I attest that I reviewed the proposal that was submitted to NIH which detailed the gain of function virology work that was being conducted to create the agent known as SARS-COV2, which causes the disease known as COVID-19.
    • I attest that the proposal clearly stated that the gain of function work on SARSCOV2 was already underway in China, prior to October 2014, at the Wuhan Institute of Virology (WIV), with the support of USAID in collaboration with EcoHealth Alliance and EcoHealth Alliance’s partners and sponsors.
    • I attest that I made Dr. Peter Daszak aware of the lack of a Biological Security Officer (BSO) and Institutional Biosafety Committee (IBC) at EcoHealth Alliance in reference to the Select Agent Form on in the “Understanding the risk of Bat Coronavirus Emergence” proposal in accordance NIH requirements.
    • I witnessed firsthand presentations by Dr. Shi Zhengli (WIV) and Dr. Ralph Baric (UNC) at EcoHealth Alliance related to their Gain of Function work managed and supported by EcoHealth Alliance.
    • I witnessed firsthand presentations by the executive team at EcoHealth Alliance related to the gain of function work conducted at EcoHealth Alliance.
    • I attest that EcoHealth Alliance’s developed SARS-COV2 and is responsible for the development of the agent SARS-COV2 during my employment at the organization.
    • I attest that I informed the EcoHealth Alliance executive team that I believed there were biosafety and biosecurity risks in contract laboratories during an executive meeting. Specifically, I was concerned that EcoHealth Alliance did not have enough visibility or firsthand knowledge of what was happening at foreign laboratories contracted and managed by EcoHealth Alliance. During this meeting I discussed bio-risk management with the team due to these concerns. Dr. Daszak refused to mitigate the risks without any objection or discussion from the other executives. In my opinion, Daszak was dismissive of my concerns. He did not seem concerned about EcoHealth’s lack of oversight which I felt was strange because it is typically the CEO’s duty to protect the organization from organizational threats and risks. After raising my concern, I accepted Peter’s position that our control measures were adequate. • In this same short time-period, I was asked to review and contribute to an investment “pitch dick” (i.e., a PowerPoint presentation used in venture capital presentations) that was presented to an organization called In-Q-Tel. In the pitch dick, we proposed an extension of the USAID global disease surveillance work, SARS-COV2 gain of function and humanized mice research conducted by Drs. Baric and Zhengli, and my work from my department developing advanced biosurveillance technologies and platforms. This work was presented to In-Q-Tel (which can be verified by their own records). I do not know what the outcome of that meeting as it was not communicated to me by Dr. Daszak. • On or around June 2015, I was promoted to Vice President. After being promoted to Vice President, I was exposed and participated in more aspects of the organization, as would be expected from an Executive Officer at any organization.
• I began attending weekly financial meetings where I learned that the organization was tight on cash, depended heavily on government contract salary overhead to remain solvent, and that the organization was not involved in traditional conservation work as classically defined. This was upsetting as this was one of the main reasons that I wanted to join the organization (being a conservationist and naturalist). • I also observed that EcoHealth Alliance was engaged in irregular financial transactions regarding U.S. Government grants. Specifically, I believe there was timecard fraud and observed what I appear to be double dipping on contracts, between government organizations and private donors (e.g., Skoll Foundation, Google Foundation, Bill & Melinda Gates Foundation, & Wellcome Trust), or both. Reference: Compare stated objectives, work locations, and data collection across a range of projects from Dr. Huff’s documents retained from his employment at EcoHealth Alliance.
• I later confronted Dr. Peter Daszak, Harvey Kasdan (CFO, deceased), Dr. Aleksei Chmura about the financial fraud when I was upset, arguing for pay raises in my department, company-wide salary increases, and for myself. Shortly thereafter (1-2 days), CFO Harvey Kasdan passed away from a heart attack. I am not insinuating foul play, but I believe the stress was too much for him in his physical condition. • I also observed, while attending board meetings and in communications directly with board members, that Dr. Peter Daszak had a pattern of over-simplifying and lying by omission to our stakeholders (including the board of directors). For example, while EcoHealth Alliance positioned itself as a conservation organization, no substantial conservation work, as traditionally defined, was occurring at the organization.
• The USAID Predict program was a global hunt for viruses predicated upon the promise of predicting and preventing pandemics. I believe that the data limitations and methods for collecting and analyzing that data make this goal impossible to achieve. I further believe that this program is more strongly aligned with collecting the biological samples to conduct gain of function viral work, or intelligence collection, than prediction and prevention of pandemics.
• Gain of function research is a highly contentious topic in my scientific area of expertise. Those who are for it make the argument that if you can identify a high-risk pathogen, and then engineer the pathogen in the laboratory to increase its transmissibility, infectivity, pathogenicity, or virulence, then you can develop medical countermeasures to prevent the spread of disease, if an outbreak of a naturally evolving agent were to occur. I believe this logic to be inherently flawed because it is naïve to think that humans can modify or engineer a naturally occurring pathogen that would evolve similar to the way infectious agents naturally evolve. Typically, Gain of Function research (via selection of rare traits or genetic manipulation or engineering of the agent) undergoes thousands of years of unnatural evolution (decided by humans not by nature) in a laboratory in a matter of days weeks or months. This is akin to predicting the future, with the likelihood of success decreasing in every timestep.
• After being promoted to Vice President, I commented on several concerns I had related to protecting the organization including biosafety, biosecurity, enterprise security, and risk management. None of the other executives voiced any opposition to Gain of Function research being conducted at EcoHealth Alliance, and Dr. Daszak was heavily supportive of the work. Drs. Johnathan Epstein and Kevin Olival were supportive of the work and were key contributors to the gain of function work in the SARS-COV2 proposal funded by USAID and NIH, and executed by EcoHealth Alliance, the WIV, and UNC. My opposition to Gain of Functions research stemmed from my Ph.D. studies taught by my Committee Chair, Dr. Michael T. Osterholm, who was also President Joe Biden’s COVID advisor.

• In November 2015, a scientifically peer reviewed, and referenced article was published by collaborators from the Wuhan Institute of Virology, the University of North Carolina Chapel Hill (UNC), the Food and Drug Administration, Harvard Medical School, and the Bellinzona Institute of Microbiology. The peer reviewed article was titled “A SARS-like Cluster of Circulating Bat Coronaviruses Shows Potential for Human Emergence” in the journal Nature Medicine. The authors initially omitted the funding source from the USAID - EPT - PREDICT program, which I was a co-investigator and country coordinator while employed by EcoHealth Alliance. The USAID - EPT - PREDICT funding cited in the article was used to develop a relationship between Drs. Ralph Baric (UNC) and Zhengli-Li Shi of the Wuhan Institute of Virology at EcoHealth Alliance, which was orchestrated by Dr. Peter Daszak. Additionally, the USAID- EPT - PREDICT funding used in this peer reviewed paper was used to collect biological samples from bats globally. Then, the collaborators analyzed the collected samples to extract SARS likecorona viruses, and select or engineer genetic features within the viruses, collected with USAID - EPT - PREDICT funding, to create hybrid chimeric viruses. Chimeric viruses are defined as combining the genetic material from two or more distinct viruses. The process of developing SARS-COV2 was also described in detail in the proposal submitted to, and ultimately funded by, the National Institutes of Health (HHS NIH), The National Institute of Allergy and Infectious Diseases (NIAID), by EcoHealth Alliance with the WIV and UNC listed as collaborators. It is my attestation, that the creation of these SARS-like chimeric viruses described in this article include SARS-COV2. Lastly, the engineered SARS-COV2 was then used to test SARS vaccines and monoclonal antibody therapeutics against the disease in mice. Reference:  Menachery, V. D., Yount, B. • Dr. Peter Daszak approached me in late 2015 and stated that somebody from the Central Intelligence Agency (CIA) approached him and stated that they were interested in the places we were working, the people we were working with, and the data we were collecting. Peter then proceeded to ask me for my advice, and specifically asked whether we should work with them. I was shocked that Peter asked me this and was excited for the opportunity. I stated to Peter that “It never hurts to talk to them. There could be money in it.” Peter then later confirmed over the next 2 months, between our weekly meetings that the relationship with them was proceeding.
• In March 2016, a paper was published by Dr. Ralph Baric, an EcoHealth Alliance gain of function collaborator working at UNC, in PNAS titled “SARS-like WIV1-CoV Poised for Human Emergence.” In the article, the authors of the paper describe in detail how they used, designed, and constructed full-length and chimeric viruses to determine if they would replicate in human airway cultures. This specific paper is relevant because it compares and documents the effectiveness of different variations of coronavirus spike proteins at infecting human cells specifically by binding to ACE2 receptor, which was a critical and necessary step to design and engineer the SARS-COV2 virus. While employed at EcoHealth Alliance, I met both Dr. Shi Zhengli and Dr. Ralph Baric, where they presented their work on the design and engineering of SARS-CoV2 (coronavirus gain of function research), and the use of highly specialized humanized mice models, which were necessary to successfully build SARS-COV2. These facts are supported by numerous recorded presentations by Dr. Peter Daszak and Dr. Ralph Baric from 2015-2019. Some of which, I personally attended while employed at EcoHealth Alliance. Additionally, the specific gain of function work described in this paper was presented by Dr. Peter Daszak to In-Q-Tel, a DoD and CIA venture capital firm. In the slides presented to In-Q-Tel, which I personally helped create at EcoHealth, describe the use of USAID – EPT – PREDICT funding to collect coronavirus samples from bats globally, where they are then analyzed to identify their most dangerous features to humans, and recombined to make new coronaviruses like SARS-COV2. Then, these viruses are tested on humanized mice to validate lethality and transmissibility. EcoHealth Alliance then used Dr. Baric’s work for testing experimental vaccines, treatments, and therapeutics against the newly engineered SARS-COV2 strain to determine which countermeasures would be the most effective at mitigating the disease in humanized mice. • In late September or early October of 2019, I was contacted by Dr. Amy Jenkins and she was attempting to recruit me to be a Program Manager for emerging infectious disease work at the Defense Advanced Research Projects Agency (DARPA). I first met Dr. Amy Jenkins as a Ph.D. student and paid Research Fellow at a Department of Homeland Security Center of Excellence at the University of Minnesota in 2014. The position at DARPA was presented to me as if it was mine if I wanted it and I was told that it would need Top Secret Security clearance with a polygraph. I felt that the recruitment effort was quite strange as I had not worked full-time and directly in the national security space since 2014 at Sandia National Laboratories and I had no clue how Dr. Jenkins obtained my new personal cell phone number. Coincidentally, this is when epidemiological evidence indicates that the first cases of COVID-19 likely emerged. The two events may not be related; however, it is my belief that people working within the US government potentially identified me as a risk to knowing firsthand that the SARS-COV2 disease emergence event was a consequence of the US government’s sponsorship of the genetic engineering of SARS-COV2 domestically and abroad. If I would have accepted the position, then I suspect that DARPA would have disclosed restricted information to me which would have consequently prevented me from discussing any of this information publicly, like I have been and am doing now. The recruitment effort itself was highly suspect as it seemed as if DARPA was completely circumventing the US government recruitment process for one of the most prestigious scientific positions in the world.
• I attest that I analyzed the funding of Dr. Kristian Andersen of the Scripps Research Institute from data obtained from NIH funding databases. Dr. Andersen’s funding dramatically increased after changing his position on the characterization of the agent as being manmade, to naturally emerging, after a series of discussions with Dr. Anthony Fauci.

• Lastly, at no point in time has any restricted information, including classified information, been shared with me related to the domestic or foreign engineering of the biological agent SARS-COV2, the subsequent release of SARS-COV2, the attempted cover-up of by officials working for the United States government. I have never leaked any legally obtained classified information or violated the rules and laws related to my past security clearances. The information that I have shared from my time at EcoHealth Alliance is not restricted by any non-disclosure agreement, nor is it US government protected or restricted information, as EcoHealth Alliance is supposedly a non-profit corporation conducting scientific research to protect human and animal health. All the documents that I have shared were created by myself or other personnel by EcoHealth Alliance and were not subject to derivative classification by the US government, which is standard practice in academic institutions. My findings, opinions, and analysis were informed by my highly specialized education in the field of emerging infectious diseases from one of the top 5 graduate programs in the world, by my experience working in the field, and by analysis of publicly available open source and open access information. Simply, I know how and where to find accurate and relevant information related to pandemics, emerging diseases, biowarfare, and bioterrorism quickly and know how to properly frame this information from my knowledge of how the government works in the context of relevant policy frameworks.
• In context, this series of events when they took place, did not seem of any consequence nor did I ever think or believe that I would be in this terrible position. I have been severely harassed by what appears to be state-sponsored actors based on the level of sophistication, persistence, and duration, of the harassment and crimes committed against me. I understand that these facts are difficult for our country. I have viewed this as a nonpartisan issue since coming forward as a Whistleblower, as my only goal is to prevent another manmade pandemic from occurring. COVID-19, the disease caused by SARS COV2, in my professional opinion, is the result of Gain of Function research that was mismanaged by EcoHealth Alliance and its contractors.

  • What's unique, I think, is ... so for looking at the predict partner...  so we had Metabiota which has a checkered past.
  • If you go search into Metabiota, Nathan wolf lead that organization, and they're in a number of disputes with foreign countries over insurance [that] they were going to provide, or informing insurance policies based on their pandemic prediction models as I recall.
  • Very strange.
  • I think I saved one of my friends who said that he wanted to work at Metabiota, and I told them that "No, you don't want to do that" while I was working at EcoHealth.
  • But so we had these three organizations and even though that UC Davis was the prime [organization], each organization was always fighting with the other organizations for who could have the most countries.
  • So they're all fighting for control of the of the program. [...]

• Malone:  So UC Davis School of vet Med was the prime contractor, and you were a subcontractor in this. Is that right?
• Huff:  Technically, but it was never treated that way and Dr. [Peter Daszak] made it a priority for us to do really well the time, so we could have more of the pie so to speak, which which makes sense.
• What didn't make sense either retrospectively, or when I was involved, was that there was they were sort of Friendemies,  all the different organizations.
• So we had to share genetic data, or other data, that were being collected and put into collective databases.
• What is very strange though [is] I felt like EcoHealth, at least as far as I could tell, was the only one that was collecting intelligence for, potentially, "the agency" I guess.
•  But that doesn't mean that that's reality, because I I it's hard for me to believe that that a bunch of academics at UC Davis could be sucked into the intelligence collection activity.

• And if you look at the countries that EcoHealth Alliance was assigned, they would be the high risk bioterrorism countries, or [those] countries that would would potentially have bioweapons programs [to] be concerned with.
• And I don't know if that was by Design, or just random chance. [...]

• was usaid money or this was uh defense this was usaid party so the per day so
• the prime contract was usaid to UC Davis vet Med and then you were technically
• Subs to them correct okay cool and how many other subs it was Eco health and well then once you get to
• the subs the subs that's where it gets really interesting so once you contracted and once you work through a
• country like Jordan for example then we'd contract usually with a research
• institution if we could a university um maybe a Ministry of Agriculture a
• Ministry of Health or okay so those were your sub secondary Subs but you were you
• were the Eco Health was the Prime sub to school of vet Med as well okay so the
• money pipeline goes usaid School of Veterinary Med you've named the program officer we can hunt down their academic
• appointment in their department and then it goes to Eco health for the uh
• countries that are um higher risk uh for
• um I'm assuming uh um
• let's just say nefarious activities and then you would uh contract for your
• surveillance and data Gathering activity with uh
• um in-country expertise uh so then so

• you were you were basically washing usaid money um and uh engaging uh uh with uh
• um useful entities and individuals in those regions and as I recall from uh my
• interactions with various these players one of the uh main objectives is to move
• towards some sort of General data Gathering capability
• that would allow early warning seek uh signals to be detected uh suggestive of
• some Regional player uh messing about with things and uh causing some cluster
• of outbreak signal that would have an unusual pattern in terms of
• various laboratory markers or or uh um diagnostic findings that would be
• potentially picked up through cellular traffic or other types of information feeds does that sound about right that
• sounds about right it's a bigger picture of the 10 000 foot level now to the ability that would actually be effective
• I don't think it is I mean there's a simple way in you're a medical doctor I
• mean the only way that you're going to pick this up is if you clinically diagnose someone and you test something and you find it in a sample using a lot
• of corollary data which is after the effect the after the event so to speak
• is not necessarily the best way to collect this type of intelligence and for the biological samples that they
• were collecting they were collecting sufficient sample sizes and they weren't systematically or routinely collecting
• samples through the predict program I mean it's almost laughable at the size of the budget typically so that's one of
• your main points is that if this was intended for its uh purported purpose
• it was poorly designed for that and and so you believe or you're suggesting

• because of the exclusive focus on uh coronavirus and particularly mers-like
• viruses which at the time everybody was scared silly about uh
• um uh in retrospect uh you know uh it was a in any case we clearly things have
• played out otherwise but uh um so you were you were being engaged to
• operate in largely the Middle Eastern desert communities that were more
• politically risky to uh specifically perform surveillance for
• merge like coronaviruses that may be circulating in those populations
• um in terms of the physical sample collection activity as opposed to the
• information processing technology over good copy uh so my take on that is
• well first of all I volunteered for the northern North African and Middle Eastern countries based on my combat
• experience in the Middle East I I knew because of those experiences I understood the culture where the risks
• probably could be from actually going going over there and having to do the work and politically how to handle situations because a lot of this I
• realized was just very political it was great and you were at the time you were so calm or you were army or what uh when
• I was in Iraq yeah um so my first appointment so I served in oaf uh the end of oaf 2 and all of
• oaf 3 which would have been the end of 2004 all of 2005 when things were pretty intense and then left uh very end of
• 2005. I was like you were you were combat oh you're infantry you're about to say okay okay
• so I I served in the the heat event I actually have PTSD
• um it's I have nightmares and anxiety heightens a sense of anxiety from it but
• it's sort of a joke that that uh I think about halfway through our deployment

• 40 or 45 of my uh company were on either antidepressants or sleep medications and
• everybody had issues and nobody was really talking to them talking about that everyone started talking about it so yeah we actually you know I served in
• uh the height of it fought in the height of it it uh again so that's your your your kind of got uh
• Battlefield experience cultural awareness um uh field operational capabilities and
• that are kind of have to do with your cultural awareness and uh so you feel comfortable operating in those theaters
• and that was uh uh you were tasked with and that was an unmet need that Eco
• Health was uh helping fulfill what what how do you what what is your inference
• about the exclusive focus on the coronavirus collection and how did that operate were they going collecting camel
• poop or blood samples from camel drivers or what was going on there well the
• first thing that we always do is you look at the budget and you look at the budget and say how much can we accomplish with these funds and how low
• of a rate can we negotiate with a partner uh so then right away viral isolation is
• very expensive per sample so then you start looking at that cost and figuring that into the budget travel all these
• things the the necessary costs then you take a look at it and say well let's see what we can get so can we get fecal
• samples okay we get sputum or some kind of nasal uh some kind of nasal swab
• or any other excretions from the alley Canada you know you want to collect as many samples of different types of fluids because you never know you're
• going to find something and that's that's a it's a fishing Expedition that's not really surveillance by definition either because the definition
• of surveillance is the systematic collection of samples or information to then hopefully get an early warning to
• prevent something from happening well fishing for going on a global hunt for viruses is not a systematic collection

• of information so back to the State admission of what the predict program was and what they were claiming to do it
• wasn't doing any of those things it was it was simply just collecting information and hunting for viruses which I found I I can tell you from from
• working closely with the ditra can biodefense folks um they're not always the sharpest tools
• in the shed and uh they could uh you know they my sense is they often see
• their uh mission space as more pilot program like uh not not a more
• comprehensive operational they're they're often trying to prove a concept that then gets passed off to bigger
• funding um is that is that comport with your experience yeah absolutely and it
• depends on the the program manager that gets assigned to your your project uh some program program managers are
• very much go-getters um want to be involved or interested and some program managers are just passing
• their time to get a good review on their portfolio so they can make the next lateral movement or advance in Washington DC they're a part of the
• emerging pandemic threats program but what became weird was every time we were operating in a different country is that
• you get the usaid people in the mission assigned to that country and whatever state department people were associated
• with it so there's a lot of appointees so it was a it was a wide variety of characters there were certain leader
• leadership uh Personnel that were always involved but depending on which country that that
• shifted dramatically but I didn't answer your earlier questions almond about the the funding and how this ties back into
• equal Health Alliance so there are a number of organizations funding equal Health Alliance um some private
• foundations the Google Foundation the skull Foundation so a lot of big big foundations funding
• one-off projects and just because it's a non-profit organization does not mean that it's not profitable so we're
• actually quite profitable especially when I start bringing money into the organization uh things were improving

• profits were increasing at the organization well what does a non-profit do with basically unrestricted funds you
• invest that back into research and I think Dr Malone you'll understand this but I think a lot of people outside of
• science don't understand the simple fact when you submit a proposal to a
• sponsoring entity whether that is a drug manufacturer a pharmaceutical industry the US government agency you typically
• already have the first work done in The Proposal before you submit it and if you really ideally you have about the first
• year of results if not the first third of the proposed uh scope I was just
• going to go there and the best scientists say no I have a friend that is actually three years ahead in his his
• Grant cycle funding and and you become so good at this that there's no easier
• money or money to obtain or get than the work that you've already completed and you sort of sit on it you polish it and
• then you start you get to this point where you can cut and paste out of your proposals uh and from your research work almost effortlessly and it becomes
• machine on its own especially once you get post-docs and other Advanced researchers involved it becomes it becomes a game
• that The Intercept uh reported through through drastic we're actually I I
• hadn't been affiliated with drastic at the time but I was actually independently steering Miranda Devine
• from the New York Post to the same proposal that likely exists in telling her how to find it as I said told her to
• start looking at the proposals and I would look between you know a ditcher or DARPA between these years and it got
• published at the uh Through The Intercept first and this is key because if you look at
• the the DARPA defuse proposal and if that work had occurred that's the
• exact work that you would do to have an accidental or an intentional release as far as Kobe 2 in September of 2019 you
• look at the timeline and the fact that ecohealth Alliance like most other successful scientific organizations work
• ahead of The Proposal there were probably already a year two years maybe three years ahead of the work that

• they're submitting and asking money for so your thesis is that uh Eco Health was
• funding the gain of function uh kind of rubber Goldberg uh bat vaccine project
• prospectively prior to uh darpa's uh proposal evaluation that determined that
• it was I had excessive risk that wasn't mitigated and then subsequently got passed on to
• Tony and uh you know metaphorically speaking in that
• um that research was pretty much already in the can and I heard you mentioned
• September 2019 as an event date um uh why did you pull that particular
• data out of the Hat well actually it could be earlier but I have more confidence so I like to stake my
• reputation on data that I'm confident in there's no denying that the disease was
• spreading before the military World Games took place in Wuhan China and to have the Velocity
• um of an outbreak based on the reproductive rate based on the fact that athletes are
• reporting that the city is shut down at that time in the world military or military military World Games take place they're already in response mode so
• you'd actually have to be at least 30 days prior uh with the the are not or the reproductive rate Wuhan was in
• lockdown at that point in time or or another region uh I believe it was Wuhan is my
• understanding so this one was open until after the Chinese New Year
• well I'd have to take a look I might be mistaken on that but I believe it's kind of an important that's important one to
• put a pin in okay um so I'll have to double check but I'm pretty sure it was
• Wuhan I make mistakes so maybe it's misinformation and I just

• Google check myself but uh athletes reported that the city was a ghost town during the the military uh World games
• so Ghost Town doesn't mean lockdown I know that they didn't lock it because Callahan escaped
• um by boat out of there um and I remember clearly that the lockdown happened after the Chinese New
• Year uh because I was shocked at the time because Callahan had alerted me of
• the threat and I was you know they they moved around all over the country and also flew in and out of the United
• States uh uh concurrent with the with the New Year event which is a major uh
• time of population flux uh people go back to their home Etc
• there are leaked documents um from Chinese corporations talking about what's happening in Wuhan
• um in early November of 2019. so that
• would actually then correlate then with what the athletes reported at the military World games
• and if you know a communist country like China um it's not really a company that's
• reporting this this is like Communist Party communication within yeah
• Callahan was in country in that region under the cover of his Harvard appointment
• um in the fourth quarter of 2019. so that that fits with this timeline and then he calls me on January 4th saying
• that this thing is getting out of hand and I need to get my team spun up which happens to be a uh Aditra Kim biodefense
• team over um I I have a hard time believing that so from a policy the 10 000 foot level
• there there's one policy option that you have when you detect an infectious disease outbreak and that's it it could
• fizzle out so what you do is you just you don't do anything that's you that's your decision and you you let it you sit
• back and you watch and you see whether or not the Infectious Disease outbreak um is going to get is going to fizzle up

• but I firmly believe that the cover-up of this began on day one because that was when the DARPA program manager uh or
• the person who I know is affiliated with Argus bio contacted me and tried to recruit me into the DARPA uh program as
• a program manager unexpectedly so that date that date was you said November
• um when they tried to recruit me no it was September of 2019 September okay
• and at that point you were more Middle Eastern Centric and now you're being recruited to
• um industrial China is that true well no so this is this is the weird thing so I
• had left Eagle Health Alliance in 2016. then I became and your track professor at Michigan State University I was in
• the College of veterinary medicine uh with the appointments related to geography and then also human medicine
• and I served as a hospital epidemiologist going out about research teaching students three years go by
• um Jewel Laboratories the the e-cigarette company finds out about the work that I did at Sandia I actually did
• some of the early work on determining whether or not we're evaluating the health effects of nicotine e-vapor
• products they give me a a Financial offer I can't refuse I take it so I move
• out to California and I'm an executive at Jewel and I got the contact from this
• woman affiliated with our artist bio just randomly as I was walking into work and she gave me the the hard press on
• three different phone calls to take this position and I declined it I mean I was just making too much money I didn't and
• I didn't want to move back to the Washington DC area and I really didn't want to have a security clearance again I mean I had a security clearance most
• of my actually all of my 20s and into my early 30s I did not want to have to have one again
• so that's a that's an interesting tangent so um so they're approaching you in around

• uh and your inference is that uh just
• based on your knowledge because at this point you're not working for Eco health yeah yeah you're but you're aware of the
• workflow at Eco health and so you're speculating that from the documents that
• you've seen subsequently like the Veritas release uh by the major from uh
• DARPA that uh it would be you would predict based on the normal business
• practices of Eco health that at the time they submitted that proposal they would have already
• completed a significant fraction of the proposed work um and so you're inferring based on that
• that um uh they were actively engaged with Wuhan lab in the bat vaccine research
• strategy that's outlined in The Proposal uh that we have a copy of thanks to
• Veritas is that do I have that right that's correct and I think there's some additional information here so did I
• mention that that Dr dasik came to me looking for advice whether or not you should work with the CIA you mentioned
• that what was the time frame so that was in December so it's interesting so in around the holidays in 2015 Dr dasic and
• I were closing up the office late at night it's probably 9 30 10 o'clock at night walking out we're in the best of
• you best of you and goes Andrew you might ask do you mind if I ask you a question I said no Peter what do you got
• and uh he responds back he's like well I've been been approached by somebody from the CIA and right away I'm like oh
• my God what's he what's he telling me because my my previous experience in National Security and uh the next thing
• is you know they're sort of interested in a few of the things we're working in he's like do you think it's a good idea if I if I work with them
• and right away I'm like oh my God what am I going to say to this and I say Peter it never hurts to talk to them

• there could be money in it he said okay he's like well you know I'm gonna go follow up with him and you know in a few
• weeks and that was sort of it making small talk we get on the elevator we leave we walk walk out the building and I walk
• him back to his car he had a parking spot just off 34th Street and I lived up on 45th Street in New York
• start walking home I get home and I tell my wife about it and you know she's sort of shocked to hear this because my wife actually worked at Sandia National
• Laboratories too she's a PhD level scientist and um why would she be shocked
• well um she's a she's a Forester uh ecologist
• type person she she didn't work in the National Security side of things so
• she's not really in our world um it's just the climate Forest it's what I
• would expect to happen with Peter dazek and Eco health um so then it well this is where it gets
• interesting um is that over the next six weeks he gives me updates that the conversations
• that with him are going well he's the CIA is interested in the people that he's working with the places that we're
• working the data we're collecting and he's telling me this in between executive meetings or the coffee break
• area when nobody else is around and I'm like huh like this is interesting this is the interesting direction for the
• organization and you know it's sort of making sense now I'm gonna skip forward here in the timeline so after uh I started sort of
• uh calling BS on what we're being told um about uh the origin of Covenant when
• it happened because I came aware of it in mid-December 2019 um I have a friend in the region who's a
• epidemiologist and he starts telling me there's weird things going on I start seeing the videos on the streets
• presumably uh I also have another person in their contact that I I speak with or
• communicate with in a professional forum who I've never met who's sort of saying the same thing so I decided to go pull
• uh satellite pollutant data for PM 2.5 and and look

• at to see what the air quality looks like and I overlaid that with known crematoriums in the region it looks like
• these things are operating in overdrive 24 7. and I'm like holy crap this is
• this is the next big one uh December of 2019.
• so of course you know I'm actually start freaking out about this I'm like holy crap how's this not in the government you know everybody excuse me how this is
• not in the media how is this not in the news and um I'm becoming more concerned
• because now I'm watching and looking at this and looking at alternate news and media sources um and I think this is the next big one
• I've been on so much I I get out of my lease early in California and Panic by a
• house in the Upper Peninsula of Michigan my wife was still a professor at Michigan State University I get a house
• Off the Grid I go full prepper I buy six months worth of food MREs and uh
• stockpile stuff for whatever's coming I get full face respirators for two years for the family not knowing what's
• commenting but knowing knowing that something's coming coming and we move up here in Feb late February
• early March of 2020 and I feel like we've escaped at least
• what could happen in the urban population Center especially in California none of the stories lining up and then I start to investigate my own
• records and uh at equal health because I knew that equal Health had been doing
• the work in Wuhan and the fact that they were communicating over this period of time that this disease had emerged in a
• wet Market was BS so you know typically the the type of place that we're
• concerned with this uh with this this type of emergence or infectious disease emergence are live animal markets in
• live animal markets are within the definition of wet market and it was a
• Sly move by the whoever is doing the messaging to say that this this emerging
• a wet market and then I looked at the pictures of this of this the seafood market typically wet Market means seafood market it looks like a clean

• place that I would eat and I've actually eat at some of the really disgusting live animal markets in third world
• countries and I'm looking at this and this doesn't look great I can't find any pictures of bats or or the other types of animals or the the ecological niche
• that's human created for this to this disease emerges it's just not adding up and uh from day one I'm like this is the
• lab League this is the lab leak I've been telling all my friends that but I'm not going super public this is this is Circa January February you're saying
• this correct okay and so then I started digging through my records um in later about June of
• um 20 I guess it was 2020 and I discovered the ink utel proposal that Peter dazick
• had me add slides to and now going back to my timeline and you're and you and
• you're fully aware of what nqutel is yes I've pitched my own company to Ink utel My startup company so I'm fully aware of
• it oh and it even gets crazier than this so what's the timeline for the what's the time frame for the ink util you're
• going to put this together right away October of 2015. okay so and then I then Peter comes to
• me so you have you have okay so Peter comes to you after that or before that after that
• okay so the inqutel documents are the uh camel's nose for the agency who's now
• interacting with Peter and then fast forward to 2019 fall
• um uh looks like hit the fan starting September uh signal gets really
• strong in December um I get called January 4th uh Callahan
• had been there ostensibly and under the guise of his Harvard appointment by the way David hone who's the chief medical
• officer or chief scientific officer for uh ditra Kim biodefense called me uh as
• I mentioned in Bobby's book and told me specifically we had nobody in country at

• that time and Michael Callahan is lying uh and I should stop talking about it so
• that was about as clear a signal that uh all of the above was false um as as I've ever heard now Michael
• told me uh late January when I asked him about the lab League hypothesis he said
• that our people have been all over this virus and there's absolutely no signs of
• any genetic manipulation that's associated with it well that's a lie so that right so
• that's clearly and Michael is a very skilled Liar by the way of course and I've met many of them the funny
• thing is like I said getting to this point in my career now in retrospect I didn't realize how close
• how how many of them they there were my proximity and all these things I had been working on my whole life I actually
• believed that that I was being soft recruited probably um since I was a PhD student and I came
• to that conclusion actually after speaking with RFK Jr on the telephone he sends me a copy of his book I read it
• and I read the last chapter and I'm like I know all the people and then I look at the timeline of my my mentors
• connections to these people and um I I couldn't believe it and I called up
• one of my my mentors Colonel John Hoffman he helped stand up the Department of Homeland Security after 9 11. and and I asked him I'm like what
• are the odds do you think that the CIA has actually been actually trying to recruit me for all these years maybe I was just too stupid to go or too smart
• to go jump through the hoop and he started laughing he's like Andrew you're the exact person they want to recruit
• and it just sort of clicked I don't uh so my reaction is to that to
• that is where did you get that bumbling incompetent uh company storyline
• um uh there's no question in my mind that the uh
• um the the logic laid out in the bid
• uh to DARPA that Veritas revealed

• um sounds exactly like the kind of logic that I used to hear from my old
• colleagues at UC Davis that were involved in HIV SIV chimeric research
• involving insertion of human cytokines into the recombinants to make them more pathogenic because they were frustrated
• that they couldn't get monkey disease in the way that they thought they should be able to get it
• so this kind of hubristic uh you know we are the Chosen and we can do
• whatever we want to do and not really questioning the logic uh when I when I
• read the bid with a proposal and Associated documents uh from that uh DARPA release from the major what I read
• sounded entirely uh likely as somebody who reviews grants and contracts uh
• um it it that kind of squishy thinking um uh you know that that we can come up
• with this uh logic of uh boxing in the
• ability of the virus to evolve that's exactly the way these guys think so I I
• you know there the ditra
• as I mentioned before ditra is not um they're not the sharpest tools in the
• shed typically and uh and this kind of uh goofy uh
• fuzzy thinking um uh I I think it's entirely consistent with the type of people that I've known
• and I and I so maybe I'm casting shade and you're interpreting it as indication
• of a uh bumbling incompetent organization now I'm just saying that
• um the uh scientific logic behind this type of strategy is consistent with what
• I've uh observed in the past and seemed entirely plausible to me so I personally

• believe that those documents are real by the way I do have the majors phone number I just have not called him
• because I didn't want to intrude but um he's a real person uh the uh
• um uh but I I uh I always assumed that dazek and Eco health
• uh were um where one of the entities uh
• um employed by uh the IC and and uh that world uh to do
• this kind of work they their behavior and and logic and thought and uh text is
• entirely consistent that that um uh the intelligence Community has
• invested in virus isolation for decades and decades and decades that's uh
• um zika was uh isolated through one of those programs and often it's usaid
• money that's behind it there's uh revealed documents going back I mean
• they've been they've been monitoring Africa and African jungles for emergent viruses for years and years and years
• and tracking virus flux in bird migrant bird populations all this kind of stuff
• is Right dead center within their wheelhouse what they've done is over
• time now added these additional uh um Information Technology based uh
• signal processing capabilities and Argus was the prototype for trying to uh
• enable that where you brought in other data streams in addition to the kind of
• just more typical surveillance part of that surveillance historically was done through the Smithsonian by the way using
• surrogates uh so the somewhat akin to how we're suggesting that Eco health is
• operating so I what I hear is uh everything Rings

• documentation of uh involvement with the cia's investment fund that's new news
• um the timeline of September uh in in uh
• the preceding years leading up to that that's new information to me sounds like that's more robust than what we had
• before and that's actually correlated by blood donation samples in the United States that that actually would indicate
• the disease was circling circulating in the United States in December of 2019 so
• you can do the math based on travel data and the epidemiology that puts it back before at least November or potentially
• September of 2019. yeah so so it all that those that
• timeline all seems uh reasonable uh um for for what it's worth I I
• um you know that it sounds like what you bring to the table that's new knowledge is your uh repository of documents up to
• uh 16 when you Departed the company and then these uh sounds like somewhat
• frantic attempts to recruit you uh around the time of of the presumed uh
• crossover event or leak event I'm I'm completely there that that this
• I I've already you know I've already I've spoken about it publicly multiple times the the uh reveal from the DARPA
• proposal from Eco Health finally dropped in the last brick in in the logic train
• that I was missing which is why the heck would they be messing around with this because the various claims like the

• asked him about this and I said I advised him because I've been asked by David owned to Mentor him and and I told
• him you better keep your hands off of anything that has got that touches this

• um and he said I asked he said it's not within our division Kim by a defense is
• what he said he said we're continuing to fund the Wuhan lab but it's coming through the threat
• mitigation branch which is a it's one of their big splits threat mitigation as
• you know well uh has to do with the old uh uh was his name Andrew I forget his
• last name uh initiative where he went into the Soviet Union bought up the loose nukes which is kind of what gave
• ditra its Genesis in a significant way um so uh threat what he said was the

• the intention is by putting them on the payroll um they're going to reduce the risk that
• these Chinese scientists get engaged in uh we'll just call it nefarious acts

• I guess monitoring surveillance in some way I when I listened to this I thought
• it was grossly naive because uh we're we're dealing with PRC that is not the former
• Soviet Union and my sense was that what it sounded to me like the logic that was
• being Advanced there was based on a program a historic program
• success that's a little bit legendary within ditra
• uh in a in a field environment of uh the
• collapsed Soviet Union and they're applying the same logic to the situation
• and the People's Republic and it's a completely different political landscape but that that was the explanation I was
• given you know whether or not and this is from an individual that um is a LDS
• church member and generally pretty straight arrow kind of a guy that that my experience is he doesn't lie he'll
• manipulate things a little bit for uh you know programmatic Advantage but uh I
• doubt that he was directly lying to me so he had said that the funding continues and that it was being routed
• through threat mitigation to Wuhan lab but I thought Wuhan lab was actually
• built the modern building by U.S contractor uh did I did I get that wrong
• or right the French built built it built the
• laboratory and after the the French were kicked out the American program stepped

• ditra's involvement at the laboratory I came to a conclusion that's a little different though I looked at it this way
• and it's a very simple question why on Earth would the Chinese ever allow us

• program where they do not need our money I mean the Chinese government absolutely and that's the the whole student about a
• lot of how people have ignored this problem I think do you know what they do need is
• our Advanced biotechnology and they need our training and when I look at the end of the day this looks like in exchange
• for biotechnology for access to their laboratory and the problem with that is
• if it's failed already once the example of Cyrus Kobe 2's emergence it's gonna it's gonna happen it's gonna fail again
• right and a lot of that training gets routed through Harvard
• in my experience and that's the importance of Michael's appointment so what Michael told me was they have a
• very active cultural basically academic Exchange program it's run through Harvard and it works
• for both sides uh his agency gets access by the way the other day a New York
• Times Reporter that was in our house uh that we later learned is in the disinformation beat I mentioned to her
• uh so that's already suspect um I mentioned to her the story
• um of a CAA officer and she immediately corrected me and said xcia officer which
• just rang my bells uh you know because that was too precise a knowledge for
• somebody who's you know not otherwise connected with the IC uh and and that's exactly you know under
• kind of a Mockingbird environment that's exactly um the type of position that you'd

• expect it to be involved so I I think that that what Michael said was they had
• this very active Exchange program and that it worked for both sides the Chinese scientists got the benefit in
• terms of their promotion and tenure within their system of having the on-prone tour of spent time at Harvard
• uh and then uh from our side we got access and intelligence in country which
• is what Michael was actively collecting at the time when he was there so that's that's the that's my understanding of
• that the Lika system is is and it's entirely consistent with your thesis and
• we know that there's a lot of that flux of uh technical know-how often through
• Harvard um through a variety of different programs so that all fits your your
• thesis about what the quid pro quo was um from their side and it could well be
• that ditra ditra in my experience is a little goofy a little naive uh and um so
• you know if there's goofy here it may be more in the ditro side than in the Eco
• Health Alliance side well and I think there's a lot of goofy to go go around at the different government agencies
• that are all on the proof free of this you know when I've been at the cocktail parties in Washington DC and you have
• people from HHS CDC alphabet soup Department of Defense ditra
• um I'm probably leaving other agencies out or even the White House for example there's a lot of ditsy and you can tell
• that there's a lot of people it's just the typical you know the technocratical lead where people are trying to get
• their next job promotion they're not really thinking about the consequences that the program that they're putting into action absolutely or or the the the
• how effective that program will be or the second or third over order consequences I think the reason why I'm

• planning and then you're planning contingencies on contingencies when inevitably everything goes to crap which is how not how most of those people

• move on to the next thing it's about box chips absolutely yeah it's not about actually concerning about the consequences of the actions and I think
• there's a real problem in the United States with how we view our relationship with the Chinese it's a very abusive
• relationship and we keep trying to be a scientific diplomats at least and go
• back and have a constructive relationship it's grossly naive yes but but they keep taking advantage and it's
• grossly naive and from my mentors uh military not military when we understood that very well but we keep selling
• ourselves back out to them but we're getting played over and over again and my worst fear is that the the Chinese
• either intentionally released this and made it look like an accident you know for the quote unquote great reset and
• that's that's that's conspiracy theory right but there definitely seems to be evidence which supports that but and I'm
• not even there yet but it doesn't seem like my working my working hypothesis having been a primate
• Center investigator um and remembering that respiratory
• Sensational virus is likely to have been a silver springs crossover event into a
• technician from uh uh monkey colony um these kinds of crossover events
• happen yeah absolutely Ralph Barracks laboratory in 2003 or
• four yeah so so that's my working hypothesis is either number one a animal got sold
• out the back door uh but now that I've seen the facility that seems it for the

• pictures I used to see in the facility made it look like it was uh second rate
• but the pictures that I've seen more recently about the facility make it look like it's a it's a premium property and
• so that doesn't fit with the uh technician is selling a monkey out the back door in it then I gotta go to the

• if this is an intentional nefarious release it had huge damage on their uh
• um economics uh so that's in in the the concerted effort to deny it a wallet
• spreading within their population one of the other things that Callahan told me was the Chinese investment in PCR our
• surveillance was massive and specifically targeting coronaviruses
• now you're suggesting your cycle threshold set too I have no idea he knows though but I I'm
• also sure that he won't take my call anymore uh although I do have his number on my Rolodex uh but
• um uh so so that was his position was that they had made a massive massive
• investment in surveillance capability specifically around Corona
• um consequent to SARS one and uh that they were aware of this as
• it was brewing uh but clearly there was a concerted effort in the the logic
• that's been promoted it was local apparatchex that uh didn't want to get blowback from Beijing that were uh
• sitting on the data and trying to hide it because it was it would mean that they had failed in one of their major
• responsibilities uh consequent to all this investment that was the story that
• Callahan told me back in the day gate of function research is a major

• research thread but in fact what it is is a uh standard laboratory technique in
• virology that has uh pervaded the entire system
• well and it's also become more normalized since 2014. and the the gain
• of function work I mean this is my big problem with it is that you can't have at least with a dual user researcher
• concerned you can't have a definition of something that enhances the transmissibility of pathogenicity about
• the virulence of the agent then you treat it in a peaceful manner but it also can be used as a bio weapon because
• if those two Venn diagrams overlap you always have to treat it like a bio weapon because you never know when
• someone's going to go Rogue or something is going to go wrong so this is the point this is why it's classified the
• dual function so that's why they put everything that was dual function Under Wraps well
• well I'm aware but it it's and why why a lot of the dual
• function uh money is is black anybody so CDC used to be doing data function
• research with H1N1 um any I mean this has become a standard
• way uh and it's a it's a fun way for a virologist to get a bucks for tinkering
• uh is you can do this through uh forced Evolution or you can do it through uh
• molecular modification but uh to uh Tinker with the virus to figure out what
• makes it more pathogenic in fill in the blank species uh can be justified as a
• way to identify risk so so that one can mitigate that risk which is essentially
• the logic of the bat uh vaccine strategy is threat mitigation
• um and uh you can justify it uh in other ways one of of the things Saul and I

• bio Warfare treaty which is that anything that is uh not lethal
• incapacitating agents are allowed and in my world this is well known
• absolutely so so if it's dual use and it goes into the black budget that means
• that you've got a whole other pot of money you can pull up yeah and there's a bigger there's a
• bigger logical problem with why we do gain a function and the idea is that they always sell and they try to pitch
• and Peter was doing this at equal Health Alliance and he's recorded saying is that you know we want to try to
• figure out um if we manipulate these viruses in a way that makes them more transmissible
• or makes them nasty in some way then we can build a vaccine or a countermeasure
• to mitigate the risk precise why that is false logic though is that if we're not
• doing getting a function work then viruses and pathogens are naturally emerging and if you look at the history
• of of viral or pathogen emergence it typically does not happen the same way
• that we that humans do gain a function and that's a false premise to the logic
• of why we do gain a function work and that's why I've been opposed to it uh it doesn't follow viral Evolution Theory
• and the theory is backed up by hard facts and data of collected over centuries if you take that same logic
• and you look at the evidence for SARS Kobe 2 being a lab leak deferring
• cleavage site is a perfect example of something that that would only be man-made because it wasn't found in beta
• coronaviruses so I think the argument that I'm making here holds water
• the other thing that Hatfield pointed out yesterday when I saw his slide deck is just below the pure and cleavage site

• from one of the binary agents that we had developed uh that some in this world
• ascribe to um being the true thing that stopped the
• Soviet Union because it would allow the tank you know would make it so the tank commanders would die before they would

• wanted to put the marker there that um at least uh Stephen believes that
• there's a super antigen that was engineered into that thing also but I agree uh the other the other
• thread though I think is a very human one uh so I'm I'm not convinced that
• so for instance the alpha virus story just smacks of uh
• um uh I don't want to say buyer work well it is BioWare Fair uh biowarfare that is
• compliant with the treaty um uh incapacitating agent development is is kind of what the alpha virus
• story seems to be all about in my experience and uh this well my my
• has this thing emerged I've said repeatedly it it looks like it is to a significant
• extent would meet the criteria for being an incapacitating agent so what I what I
• think is my in my own construct having been in this world as you have been but
• at the bench level is a lot of these folks have there's a certain hubris
• of believing that uh one is uh of an
• elite uh that uh deserves or is entitled to uh
• work at this Cutting Edge of virology say it it can be a real uh
• um engine for uh academic work and to be able to say that you have uh this

• um it it is a huge engine for uh um high-profile academic thought leader
• research and a lot of these folks seem to feel entitled to mess about with
• these things like that yes I think we were asking about
• surveillance here's here's the problem um once you have an infectious disease outbreak occurs you have an index
• patient you have some sustained transmission you're already tracing your Tails trying to figure out what what's
• going on and the the problem is um the the response team or government
• entity might not know that they're walking into a bio weapon situation because you can't tell because all
• you're seeing are the people showing up at hospitals with an illness so you have no idea what the intent of that was or
• whether or not it was naturally emerging and that's where you have to if a government agency or entity has to
• collect intelligence um on their enemies to understand whether there's a motive or a tent or
• something's happening because once the release happens then you're in instantly
• in response mode um and there are certain agents that would immediate
• immediately signal that it was a terrorist or a bio Warfare event there's
• a class of agents and the way that those are engineered and the way that you look at those in the laboratory makes it
• quite obvious that those are biotero or biowarfer agents but outside the class
• of that and and what Dr Malone went say previously is that there's a new type or potentially this new type biological
• agent as a weapon where it's not in accord it would be used according to traditional Battlefield doctrines
• meaning you're not going to use it to to kill the enemy right away we're going to use this to harass and create fear and

• come and uh ideally you want a a quite effective and capacitating agent that
• can be locally deployed with a drone or or some aerosol delivery technology and
• increasingly this is all about drones uh so you want to be able to do a regional deployment of an incapacitating agent
• and to have a mitigation uh available for uh your uh
• um Socom team that uh can parachute into that whether it's a drug or an antibody
• or a vaccine vaccines are the least uh desirable of those um antibody and Drug Therapeutics are
• preferred particularly antibody therapies and uh so that's the the ideal
• is that you have a a tandem of a highly incapacitating agent that gives somebody
• Encephalitis or something like that and is inhalable so it's you know nasopharyngeal uh uptake and uh and your
• forces have a mitigation strategy that
• they can uh take that will last for a month or so and then they can move into
• that field of operation and uh not have to worry about the bad guys uh jumping
• them uh because they're all going to be so sick that's that's the scenario that I hear play out
• and that makes a lot of sense that would also then make cold water I guess from the perspective that if something went
• wrong and they had to extend their deployment or operation there that their time window the effectiveness of the
• treatment or the mitigation strategy would be Beyond um the potential for things to go wrong
• with the extension wait the way they've said it to me was uh they want to be able to drop in the theater with the uh

• to do this but uh it fits within the context of the time frame because it
• sounds like what you had was an ongoing program uh if we get the timeline right and then
• there is a executive decision to stop playing around with this stuff
• and uh so there is a uh impetus to Offshore it
• um and or or to uh increase emphasis on offshore activities
• there's also this thread that some of this messing about was happening at University of Maryland uh that's what
• the Chinese have been asserting uh I I know nothing about other than that that
• you know what I hear is that it's pushed out as a PRC propaganda Ploy uh that the
• circulating virus in the United States in Q4 was consequent to you Maryland lap
• League uh um for what it's worth but but in terms of the the i i i the perplexing
• thing is why do it in Wuhan um and the only U.S soul that we stick
• with uh known you know first person uh information and not uh third party or or
• you know press rumors or anything like that so what I bring to the table is the
• explanation that I was given is that uh the funding is still ongoing that it's
• coming through threat mitigation branch that the logic is that it will

• awareness of activities of different scientists and we'll reduce the risk
• that those scientists May in some way go Rogue and engineer pathogens which when

• that my colleague was given or whether he was aware that he was uh
• regurgitating something that was not uh completely correct uh something I can't
• there's no way to disambiguate that uh Jill put out a sub stack on the
• transhumanism uh report from the British and German governments in which they
• talk about the RNA vaccine specifically as a kind of a entry technology in that
• space there's clearly uh International uh interests and and in the in the
• German and UK joint report there was uh uh
• multiple illusions that it was going to be necessary for the West to engage in
• this research because uh um their opponents were already doing so
• and I'm fair from that they're talking about the PRC uh so I think that there
• is a sense if you take that as a metric as an indicator I think there's a sense
• that we have to do it because they're doing it anyhow and it's it's kind of a mutually assured destruction logic
• uh and and so we have to keep up and there may that may have been you know it
• may have been a two-way street uh could well have been uh if you follow
• that logic that part of the reason why we wanted to have that funding stream in there is because we were afraid that we

• this type of r d and to monitor what's happening in the PRC I mean we always
• assume the technology flow is one way ain't necessarily so at all the PRC has
• been I mean back when Jill was working with gorillas and and uh nhps at the San
• Diego Zoo there was interactions with the PRC primatologists and and just
• general awareness that there were things like head transplants and all kinds of weird spooky going on and that they
• had no compunctions about that it was it was perfectly acceptable culturally so so I think that that's this maybe
• this is a something that might be a little bit of an advance in our thinking is is we're we're kind of if you think about it
• we're kind of gaslighting the PRC by saying oh they don't really have their together they don't really have
• good Tech blah blah blah blah blah when in fact they're in an environment where they're adequately capitalized and they
• have no uh um bioethical barriers this could be a argument for the prioritization of some
• of this dark money though instead of spending all the money on intelligence collection and these these big elaborate schemes to get that information why not
• be spending that money back here in the United States in in American institutions and advancing
• um our education system and developing technology here instead of being so worried about what's going on in other places and if you look at you know
• at the high level with what's happening in China versus the United States and from being teaching and being Professor
• we're dramatically falling behind in mathematics for example and if you look at the last report of where U.S students
• are compared to the Chinese the Chinese are near the top and I think the United States is something like number 70 down
• on the list and our we're going to be chasing the Chinese unless we correct these fundamental problems here in the
• United States first and quit quit you know coming to that like the elaborate scheme to figure out what they're doing
• because we're going to be chasing all the time unless we're doing it here first

SYNERGISTIC ACTIVITIES

• 2011-2014 I interviewed top-level state government food defense and security managers and built collaborative relationships to enable the sharing of private and sensitive data between large multinational privately owned food companies, multiple state governments, and the federal government to improve food system resiliency to foodborne infectious diseases.
• 2012-2014 I am a regular contributor and risk assessment subject matter expert at the Department of Homeland Security’s Sector Coordinating Council and Government Coordinating Council for Food and Agriculture, and Health and Human Services Sector Coordinating Council and Government Coordinating Council, where I provided food industry leaders and government agencies with information and to inform public health policies on foodborne and intentionally introduced infectious diseases.
• 2012-2013 I was the host and organizer of the Department of Homeland Security’s, National Center for Food Production and Defense, Food Defense Research Working Group, which brought the leadership of the USDA, FDA, and HHS to meet with the leadership of the world’s largest food producers and distributors to develop new methods for food safety and defense.
• 2011-2012 I created new labs, reading, writing, practical exercises, and exams for a graduate level spatial epidemiology course, which bridged the gap between the geography department’s GIS courses, veterinary medicine courses, and public health infectious disease courses.
