Request Submission
The process begins when the Holyoke City Council, mayor, comissioners submits a request for a public health opinion. Requests may address emerging issues, proposed ordinances, or topics requiring expert guidance. Opinions may also be submitted for Public Hearing.
Alternatively, current health topics or issues brought to the Board's attention that are under the Board's Purview may be posted.
Issue Review
Board of Health staff review the request, clarify the scope if needed, and identify the key public health questions that must be addressed.
Evidence Based Gathering
Staff conduct research using scientific literature, state and federal guidance, local health data, and best practices from comparable municipalities.
Expert Analysis
Public health professionals evaluate the evidence, assess potential impacts on Holyoke residents, and consider equity, feasibility, and long‑term outcomes.
Drafting the Opinion
A written opinion is prepared, summarizing findings, outlining public health implications, and offering recommendations when appropriate.
Document submissions that clarify regulations may also be submitted.
Board Review
The draft opinion is sent to the Board of Health Commissioner's for final review.
Final Submission
The finalized opinion is submitted to the Holyoke City Council and posted on this website for public access.
Public Transparency
All opinions are archived and made available to residents to support informed civic engagement and understanding of local health policy.
