North Ridgeville Joint Facilities Project Issues 6 and 28

On November 8, 2022, two issues will appear on the ballot for consideration by the residents of North Ridgeville that will completely transform the community. Successful passage of both issues 6 and 28 will lead to the construction of:
1. A new high school, elementary school, dedicated space for Ranger High Tech Academy, a performing arts center and a transportation and maintenance facility to be funded through a bond issue.
2. A community center attached to the high school containing recreation facilities including a field house with indoor track, aquatic center, fitness center and a senior center to be funded through an income tax levy.
By passing these transformative issues, the North Ridgeville Community will save over $18 million compared to completing these projects separately.
Both Issues 6 and 28 must both pass to realize this plan.
Why Now?
Responding to Rapid Growth
The high school was built in 1967 and Liberty Elementary was built in 1976 – the city’s population has quadrupled since the ‘60s. These spaces are no longer adequate to accommodate the student population.
The schools are improvising to make their facilities work. This year, HS students will be learning in mobile classrooms. At Liberty, closets have been turned into learning spaces.
Meeting Community Demand
For two decades – through surveys, resident committees and input gained through multiple planning processes – the City has consistently received resident feedback that a recreation and community center is a top priority.
Our current facilities (schools, senior center) are in poor condition, have outlived their useful life and are no longer meeting the needs of our community.
It Will Never Cost Less
Completing this project jointly will create a cost savings of $18 million in construction and provide for long term savings in operations.
There may never be a good time to ask for new taxes, but we know that costs will continue to rise and the need will continue to grow.
Funding the Plan
Funds raised from the bond can only be used for the construction of new facilities.
The total project cost is estimated at $227 million.
The school bond issue will generate $193 million.
A bond issue will cost homeowners $25.23 per month/per $100,000 home value as determined by the Lorain County Auditor.
The Ohio Facilities Construction Commission will contribute to the school district over $30 million in construction costs when the project is complete.
The .2% city income tax increase:
These funds are earmarked for recreation facilities (construction, operation, maintenance) and can’t be used for general government purposes.
The city currently has the lowest income tax in the County and it will remain lower than all of our neighboring communities.
Residents with no earned income (seniors/retirees) will not be impacted.
To replace North Ridgeville High School will allow for the continuation and expansion of programming. Built in the 60's NRHS is currently well over its designed capacity.
To replace Liberty Elementary. This new K-3 building would allow for full day kindergarten to be offered to all students, allow for the expansion of PK services while providing space for future growth.
A new performing arts center will allow for an arts expansion and performing space that doesn't currently exist in the city. This space will serve both the needs of the district as well as the City of North Ridgeville as a whole.
A field house with an indoor walking track will provide opportunities for both the community and schools to practice and exercise. A shared facility reduces costs while providing the opportunity to expand year round physical offerings.
An aquatic center is the most consistently requested amenity in the city. If approved, a competition pool, recreation pool and therapy pool will be available for community and school use.
A new community center, fitness facility and senior center will provide opportunities between the schools and community. Additionally, the community center will have rooms available for many groups.
