Differences in horse tack

The reason you can't switch between English and Western tack is the horses are use to the feeling of a heavier or lighter saddle so if you put a western tack on an English horse they might be less obedient. And if you put an English tack on a western horse they are not use to a lighter tack so they might feel better and get used to a lighter saddle.
