Consultations & Preparation For New Distance Education Programs

  1. Consult with the Division Chair, review the UH System "Fully Online Program Recognition Form" on the UH Online Program Approval website. (The information from the form will be required for the WSCUC screening form in regard to approval and justification in offering of the program through distance delivery, and for the DE Program proposal submitted thereafter in Kuali for review by the Distance Education Committee; as well as eventually being required by the UH System in order to obtain the DE program Banner codes for the new DE program.)

  2. Review the Program Sheet and Academic Map for the program. Identify which courses are already approved for distance delivery, and which need to be proposed for distance delivery going forward.

  3. Submit DE course designation proposals as needed through the Kuali Curriculum Management System. (NOTE: All courses for proposed program should have a DE course designation prior to the program proposal, this will be one of the KEY items when submitting your proposal.)

  4. Consult with the Director of Distance Education. (The purpose of the consultation is to review the necessary steps in the process of proposing a new DE program. The Office of Distance Learning will coordinate communication across departments and units within UHWO and across the UH system throughout the new DE program process.)

  5. Consult with the College Success Advisors for the program to review the prereqs, Program Sheets and Academic Map for the DE version of the program. It is important to work with the college success advisors to ensure that the sequencing of the courses for the DE program do not result in hidden prerequisites, and that DE students are able to complete prerequisites exclusively through fully online courses.

  6. Consultation with the Director of IT (Information Technology). Schedule in a meeting to discuss the necessary resources or input that IT may have for the new DE program.

  7. Consultation with the librarian assigned to the Division that is proposing the DE program. It is important that the librarian is aware that they will be supporting future DE students as well.

  8. Consultation with the Tutoring Coordinator in the Noʻeau Center. Schedule a meeting with the Noʻeau Center to discuss tutoring support for DE students in your proposed program.

  9. Complete the UH System Fully Online Program Recognition Form, and save documentation of the five consults (Distance Learning, College Success Advisors, IT, Library, and Noʻeau Center. - A copy of an email exchange is sufficient evidence to document the consultations.) Submitting the consult documentation may be required later in the process.

Submitting a DE Program Proposal in Kuali (Key Components)

    1. For concentrations, locate the active concentration, propose a modification to the concentration.

a) For certificate programs, locate the active certificate under the Programs tab, and enter the information for the DE program proposal after responding "yes" to the offering through Distance Education question.

    1. Complete the DE designation panel.

    2. The DE program proposal will require attachments/documentation of a DE Academic Map and Program Sheet.

    3. DE Program Review subcommittee reviews and presents the proposal to the DE Committee. DE Committee reviews the recommendations and reports to Faculty Senate.

    4. The DE Program Review subcommittee will review the proposal and work with the proposer on any recommendations. Documentation of the 5 consults listed in steps 4, 5, 6, 7 and 8 must be included in the proposal as well as the DE Academic Map and the completed Fully Online Program Recognition Form.

    5. The DE Committee Chair will act on the proposal based on the action taken by the DE Committee.

    6. The Faculty Senate approval of the DE program. The Faculty Senate will take action on the recommendations presented in the DE Committee Report.

Administrative Approval and WSCUC Approval

The VCAA will review the DE program proposal during the review process in Kuali. The signature of the VCAA is not needed of the Fully Online Program Recognition Form at the time the proposal is submitted in Kuali. The VCAA will review a proposal that reaches the VCAA node in the Kuali workflow, and take action accordingly.

WSCUC Approval of the mode of delivery for the program. The Director of Distance Education will work with the Accreditation Liaison Officer for WSCUC to determine the level of approval needed from WSCUC. This determination will be based on current approval of the parent degree program of the concentration or certificate.

Banner Code for the DE Program

Once the proposal has been approved through the Kuali workflow, and the WSCUC approval has been confirmed, the Faculty Affairs Specialist will request the Banner code by submitting the Fully Online Program Recognition Form to the UH System. Once the code is received an email is sent from the Faculty Affairs Specialist (Academic Affairs) to the following people/offices informing them of the approval with proposed communication flow noted:

  • Student Affairs > Director of Advising > College Success Advisors > Vet Services —Advisors can begin promoting new DE program once the Banner Code is received.

  • Director of Enrollment Services > Director of Admissions > Admissions Officer > Registrar —New code/program is added to the UH online application, recruitment can begin for the program.

  • Build program in STAR (STAR Team)—If program is new, STAR program is created and added.

Documentation of the New Program

  • General Catalog. The new DE program will be added to the General Catalog in regard to the effective term.

  • The UH West Oʻahu Distance Learning website is updated, and UH System will be notified to update the UH Online website via the Fully Online Program Recognition Form.

Recruitment and Marketing of the New Program

  • Faculty can begin recruiting and marketing the DE program to students once the Banner codes have been received and the appropriate people/offices have had time to update their areas.

  • The Director of Distance Education will notify the Directors of the University Centers, Information Technology Services, UHWO Admissions, Academic Advisors, and Communications of the new program.
