HB 2284 - RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

HB 1600 HD1 SD2, UH Budget Provisos, (as of 4/12/22)

SECTION 17.08. Provided that of the general fund appropriation for instructional support (EDN200), the sum of $1,200,000 or so much thereof as may be necessary for fiscal year 2022-2023 shall be expended for the grow our own teachers initiative; provided further that of the general fund appropriation, $300,000 shall be prioritized for candidates who teach Hawaiian immersion or comply with the requirements set forth in the memorandum of understanding between the department of education and the university of Hawaii for the grow our own program; provided further that any funds unexpended or encumbered for this purpose shall lapse to the general fund on June 30, 2023.

LEGISLATIVE UPDATE 3/22/22

HB 1986 - This bill will not be heard in the Senate. It did not get the support of the Education committee that it needed. However, we will continue to lobby for this Kaiapuni BOE seat with the BOE and the Governorʻs office for resubmittal in the 2023 Legislative session.

HB 2284 - This bill will also not be heard in the Senate. However, we have assurance from the Senator who oversees the appropriation that Kaiapuni teacher candidates will be included as a priority for Grow Our Own funding at UHMānoa. UHHilo has already received GOO funding listing Kaiapuni teacher candidates as the top priority.

HB 1986 - Third reading scheduled. Forty-eight (48) hours notice Tuesday, 03-08-22. TESTIMONY DUE ON MONDAY 3-7-22.

Requires that at least one at-large member of the board of education be a Hawaiian immersion expert selected from a list of nominees submitted by Aha Kauleo Kaiapuni Hawaii. Effective 7/1/2050. (HD1)

HB 2284 - RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

  • Establishes a stipend program to be administered by DOE for students enrolled in a teacher education program at UH and who agree to teach in the public school system for five years. Establishes a similar stipend program to be administered by the state public charter school commission for students enrolled in a teacher education program at UH and who agree to teach in a public charter school for five years. Gives preference to teachers who choose to teach in a Hawaiian immersion school. Appropriates funds. Effective 7/1/2050. (HD1)
