The Harmony School of Excellence Laredo T-STEM Academy shall serve, or include plans to scale up to serve, students in grades 9 through 12. The HSE T-STEM recruitment and enrollment process shall identify, recruit, and enroll the subpopulation of at-risk students (as defined by PEIMS) that are historically underrepresented in college courses. For admissions, the HSE T-STEM shall use a lottery system only if the number of applicants exceeds the maximum enrollment. The admission process encourages and considers applications from all students that favors students who are at risk or who are part of the targeted subpopulations for the T-STEM Academy.
