What is the Seal of Biliteracy?
The Seal of Biliteracy is an award presented by a state department of education or local district to recognize a student who has attained proficiency in English and one or more additional world languages by the time of high school graduation. The Seal serves to certify attainment of biliteracy for students, employers, and institutions of higher education. It is a statement of accomplishment that helps signal evidence of a student’s readiness for career and college, as well as their engagement as a global citizen.

Our programs emphasize language acquisition through all three modes of communication: Interpersonal, Interpretive (listening and reading), and Presentational (speaking and writing). Instruction is delivered primarily in the target language, enabling students to develop communicative competence from the very first stages of study. We are committed to creating engaging, proficiency-based experiences that build students’ skills and confidence in real-world communication.
Learning another language opens up a world of possibilities for you. It helps your brain grow stronger, improves your memory, and boosts your ability to focus and solve problems. When you learn a second language, you also gain a deeper understanding of other cultures and people, making you more connected to the world around you. Our classrooms are student-centered spaces where the primary goal is language acquisition through active and engaging learning.
Awards and Programs
Governor's World Language Academies
Since 1987, VDOE has sponsored Governor's World Language Academies, summer residential programs for Virginia's most motivated and talented world language students. As of 2024, more than 10,600 students have completed one of the programs. The 2025 Governor's Summer Residential World Language Academies will include full-immersion academies in French, German, and Spanish, as well as a partial-immersion Japanese Academy and a Latin Academy.
