Education Property works collaboratively across the Council to support Hackney’s education estate, ensuring school buildings are safe, sustainable, fit for purpose and aligned with the borough’s growth, Net Zero Carbon and manifesto commitments.
Our work supports quality learning environments, long-term asset planning, financial sustainability and the delivery of capital investment across Hackney’s school estate.
We lead the development, commissioning and monitoring of capital investment across the schools’ estate, ensuring projects align with Council priorities, statutory requirements and value-for-money principles.
We work closely with Education, Property, Carbon and Energy Management, Planning, Health and Safety, schools and other partners to deliver robust, high-quality and sustainable school environments.
We work with cross-departmental colleagues to support nursery, primary, secondary and SEND place planning as local needs change. This includes exploring mixed-use development opportunities, expansion options, and site constraints
We support the Education Team in the creation of additional pupil places in SEND provision and help ensure accommodation across the school estate is able to meet future demand.
Capital Repairs, Maintenance and Asset Management
Education Property develops, commissions, monitors and reviews the financial and physical delivery of the schools’ Capital Programme to ensure the education estate remains safe, compliant and fit for purpose.
The Education Property PMO acts as a key point of contact for building-related queries, programme updates and capital works support.
We undertake regular condition surveys, issue annual compliance surveys, and work with Health and Safety colleagues to review key risks across the estate. These findings inform the prioritisation of works through the Asset Management and Lifecycle Programmes.
We commission essential capital works for the education estate.
For schools undertaking self-delivery projects, we provide oversight and guidance on project management, governance and Health and Safety requirements, helping schools build confidence in managing property-related works.
Facilities Management Services for Schools
Schools can buy into the Council’s Facilities Management service, which provides specialist support with facilities and compliance management, including PAT testing, gas safety, legionella testing and statutory certification.
Health and Safety Support
Education Property works with the Corporate Health and Safety team to support schools in meeting statutory Health and Safety requirements, particularly in relation to fire safety, water hygiene and asbestos management.
PMO and Finance
The Education Property PMO and Finance function provides a data-led capital assurance service, supporting the transparent delivery of school estate investment, climate commitments, SEND sufficiency, statutory compliance and long-term asset planning.
The team supports programme reporting, financial monitoring, risk management, capital planning, bid development, dashboard reporting and governance assurance.
Education Property supports Hackney’s sustainability goals and manifesto commitments, including:
Developing a Net Zero Carbon implementation pathway from 2026, with a target to achieve NZC by 2030.
Installing solar panels in every school where feasible, supporting Hackney’s green energy ambitions.
