Beyond sequences, sets are formed by cards of the same rank but different suits, such as three Queens or four 7s. Here, the rank itself is important, but there is no high or low order among sets for declaration purposes. However, for strategic discarding, higher-value cards (King, Queen, Jack, Ace, 10) carry more risk as they contribute more points to your score if an opponent declares first.


Therefore, the strategic order of cards is often dictated by their point value and your immediate needs. Early in the game, focus on building your pure sequence, prioritizing cards that can form consecutive runs. Mid-game, you may start discarding high-point cards that are not helping your combinations, while collecting potential jokers (wild cards) which can substitute for any card in a set or impure sequence.


Ultimately, the true order of importance in Rummy is: first your pure sequence, then your remaining sequences and sets, and always a keen awareness of the point value of the cards you hold. By internalizing this logical and strategic order, you transform a simple hand of cards into a winning declaration.
