The Wisconsin Technical College System is comprised of 16 technical colleges spread out throughout the state of Wisconsin. Below is a non-exhaustive, yet comprehensive listing of institutional initiatives and practices that align with one of the WTCS 5 Commitments to Progress, which are:
Sustained Conversations on Systemic Racism and Policy Reform
Focus on Equity in Student Access and Success
Use Data to Close Equity Gaps

Sustained Conversations on Systemic Racism and Policy Reform
WTCS will support facilitated, sustained space for conversation and policy work on the impact and dismantling of systemic racism starting internally at each college and the System Office. While this is work each college must initiate and implement, the System Office will look for ways it can support the colleges with facilitation and other resources. For the System Office, this work will build upon ongoing conversations on diversity, equity, and inclusion.
Madison College District Board of Trustees approved a resolution denouncing systematic racism
The Madison College District Board of Trustees approved a resolution denouncing systematic racism in all forms and affirms a college-wide commitment to Black students and students of color who have been subject to overt and passive forms of racism. Madison College continues its commitment to doing all it can to provide a safe space built on equity and inclusiveness.
Establishing Equity as a Strategic Priority
Promote equitable outcomes for all students and employees by creating an inclusive and supportive college environment. To learn more about the strategic priority visit MATC Transformation 2025.
WITC Name Change and Rebranding
In 2019, Northwood Technical College, formerly known as Wisconsin Indianhead Technical College, initiated the process of renaming and rebranding the institution to a modern name and mascot that creates inclusion, and broader, long-term brand recognition and appeal within the diverse populations and stakeholders seeking technical college services.
Focus on Equity in Student Access and Success
WTCS will conduct comprehensive evaluations of policies and practices – through an equity lens – in the areas of instruction, student services and professional development to identify unconscious biases, make modifications to enhance empathetic understanding and build emotional intelligence skills and capacity. The System Office will provide facilitation and other resources in support of colleges’ evaluation efforts. These evaluations will begin with WTCS law enforcement and correctional service programs but will be undertaken across all instructional areas.
The Scholars for Success program focuses on the retention and persistence of at-risk, low-income, multicultural students as well as other students who are part of marginalized populations.
Scholars for Success evolved from the highly successful Brother-to-Brother program, which began in 2013. Brother-to-Brother supported the growing population of African American males at FVTC. In 2014, the success of the program lead to the expansion to help additional marginalized students.
United Common Ground offers opportunities for students to learn about diversity, multiculturalism and contemporary/social issues through programs that complement education outside of the classroom. United Common Ground host campus-wide events that raise awareness, consciousness and understanding about marginalized/oppressed groups in a safe, open and welcoming environment where people with different cultures, economic classes, ethnicities, sexual identity, gender orientations, ability status, values, and religious beliefs are treated with respect and dignity; which in turn, promotes access and equity for an inclusive campus experience.
Mid-State's NTO Photo project highlights students' experiences in non-traditional occupation programs and helps dispel myths associated by championing diverse perspectives through images. This year the NTO Photo Project highlighted females in the criminal justice programs: Criminal Justice-Studies and Corrections & Community Advocacy.
Hispanic/Latino Resource Guide
Committed to student access and success, Moraine Park Technical College's Diversity Relations developed a comprehensive bilingual guide that connects Latinx students, regardless of status, with scholarship, community and other resources in support of their academic journeys.
The NTC Library and Diversity Committee partnered to develop research guides on relevant diverse and social justice topics. The guides allow students, staff and other stakeholders to dive in and find suggested key terms and Library resources for streaming videos, books and ebooks, and academic journals to expand their knowledge and challenge perspectives.
Women's Initiative Network (WIN)
The Women's Initiative Network (WIN) was created in the Fall of 2020to bring women together to support other women and foster a community within Western where the purpose is to build up fellow women through empowerment, networking, and collective learning.
Use Data to Close Equity Gaps
WTCS will leverage data and research findings to inform college efforts to close equity gaps in student access and outcomes. This work will build upon the action research agenda of the WTCS Student Success Center and may be supported, in part, by Perkins and GPR grant resources.
The summit is designed for K-12 educators, community leaders, technical colleges and beyond to include the voices of traditionally marginalized student groups and help them succeed by engaging in data review, equitable practices and informed discussions.
“As leaders and service providers, we need to have a shared understanding of where we are, what we need to do, when we need to do it, and for whom it should be done as we work to eliminate the current equity gaps in our state,” says Rayon Brown, FVTC executive director for diversity, equity & inclusion.

Review Hiring and Retention Policies
WTCS will identify and take intentional steps to diversify our workforce, including addressing cultural and community issues of equity and inclusion. This work will be led by the Presidents Association’s special taskforce on Workforce Diversity. It will incorporate data from existing System research, including the WTCS System-wide Equity Report, and may be supported in part by Perkins Reserve Capacity Building grant and GPR Professional Development grant resources.
In 2013, LTC launched a collaborative effort with Lakeland College, UW-Manitowoc and UW-Sheboygan to create the first Lakeshore Diversity Summit. This one-day event brings together participants from across the Lakeshore area to learn from content experts, engage in active learning, and share best practices for diversity and inclusion.
2021 Most Promising Places to Work
The National Institute for Staff and Organizational Development (NISOD) and Diverse: Issues in Higher Education (Diverse) have selected Nicolet as one of fifteen 2021 Most Promising Places to Work in Community Colleges (PPWCC).
The annual award recognizes community and technical college commitments to diversity through best-in-class student and staff recruitment and retention practices, inclusive learning and working environments, and meaningful community service and engagement opportunities. The national study employs a web-based survey approach to obtain information from NISOD member institutions. A multipart, weighted algorithm is used to classify the responding institutions.
Increase Transparency
WTCS will establish clearer, more transparent, and more frequent communication regarding WTCS equity and inclusion initiatives and outcomes. This work will be led by the System Office with college support. This initiative will create a public-facing central messaging hub to share System assessment, research, and outcomes data from the Student Success Center, as well as other diversity, equity and inclusion resources.

At Nicolet, cultural diversity in their rural community is celebrated by providing an inclusive community for students and employees to explore their own and other cultures, and to participate in activities geared toward making connections at Nicolet and in the world beyond. The Nicolet College Diversity, Equity, and Inclusion (DEI) Committee is a cross-functional group of people who work to embrace and promote differences in order to cultivate an atmosphere of social equity and civility.
Emerging DEI needs based on external forces in higher education, including enrollment trends and changing student demographics, and national social unrest were evident during the 2019-2020 academic year. The College responded by creating a Tiger Team to help reprioritize diversity, equity, and inclusion to ensure we are committed to effectively living out the mission, vision, and strategic directives of our College, and effect positive cultural change for the WCTC community.
As a result of the Tiger Team’s work, five thematic needs were identified for improvement to focus on within the 30-60-90+ day plan. These include: (1) Communication, (2) Curriculum, (3) Professional Development, (4) Recruitment, Representation, and Retention, and (5) Safety.
