Starting October 2025 Meta banned political and social issues ads on their platforms.
Nähtamatud Loomad's current campaign to ban cages in Estonian egg production (a political and social issue campaign!) relied heavily on Meta's paid ads.
Suddenly ads started getting rejected. How to proceed?
We refused to accept that we can't use Meta ads anymore.
We started experimenting with ad creatives and captions, trying to find a way around rejections.
Analyzed the results with the help of AI to form suggestions for future political and social issues ads.
Never categorize your ad as "social issues, elections and politics".
It's not about specific keywords ("politician", "parliament", "bill", "protest" etc), it's overall context.
Try not to sound like an aggressive election ad.
Meta likely scores multiple signals together to decide, whether it's flagged as political or not. If you cross an invisible threshold, your ad gets rejected.
This deep dive is based largely on our own experience. As far as I'm aware, Meta hasn't published any useful guidance on how to avoid getting flagged for political ads.
❌ Ads were more likely to be rejected when they combined:
direct attacks on politicians or public institutions
assigning negative intent (“wants animals to suffer”)
commands directed at politicians (“must stop”, “listen to the people”)
detailed legislative process descriptions
mobilisation to pressure politicians directly
graphic suffering visuals next to politicians’ names/faces
✅ Ads were more likely to pass when they:
focused on animal suffering rather than blaming politicians
empowered supporters instead of attacking decision-makers
framed politicians as potential allies rather than villains
used softer, supporter-oriented language
described urgency and decisions without legislative terminology
[Don't make a politician or a public institution the bad guy]
[Don't put the politicians face and/or name next to a graphic picture. This implies that the politician is responsible, which is a direct attack.]
"The prime minister John Doe supports cruelty and wants animals to suffer" -> Do not assume negative intent. Do not frame it as an attack on a politician.
"The prime minister MUST listen to the people of Estonia" -> Do not command politicians to do something.
"Hurry! Very soon the parliament members are voting on the bill whether to ban cages by law or let hens keep suffering in horrific conditions. Send an email to your MP now and tell them to vote YES on the bill to save hundreds of thousands of hens from cruelty" -> Do not include legislative process descriptions. Do not command politicians to do something. The upside is that in our experience people don't care about those political process details anyway, they care about animals instead.
"The parliament needs to vote YES to ban cages." -> Do not include legislative process descriptions. Do not command politicians to do something.
"Right now John Doe, the chairman of the rural affairs committee is preventing the bill to move on to the next critical stage in the parliament. He is currently on the egg producers' side and is actively trying to kill the bill. Act now! Send him an email telling him to change his mind." -> Do not assign negative intent. Do not include legislative process descriptions. Do not command politicians to do something.

"Prime minister John Doe – animals need better protection" -> Frame it nicely as if you are inviting the prime minister to join your movement and become an ally.
"Estonian people care about animal welfare" -> You can make your statement about personal values.

That is why YOUR action is essential for animals right now. Don't let this hen suffer any longer. Act NOW and get your email in, because animals deserve better treatment!" -> Described the legislative process without using any legislative language. Used empowering supporter-oriented language.
"This hen is still suffering in a cruel cage. You can help her. Send an email NOW" -> Focus on the issue of animal suffering (include a little storytelling) and empowering supporters instead.
"Right now the rescue of this hen depends on one man only. He will decide, whether keeping hens in small cages will continue or not. That's why YOUR actions matter most right now for the animals. Act NOW and send your email, because animals deserve better treatment" -> Described the legislative process without using any legislative language. Used empowering supporter-oriented language.

It seems sensitivity to speech in videos is not as high.
Sometimes it helps to use less politically charged words, for example:
politicians / parliament / government -> decision makers
protest against animal cruelty -> public gathering in support of animals
cage ban -> putting a stop to using cages
Meta's guidelines say that they scan landing page's context as well, but for us it doesn't seem to be the case. We did not experiment with messaging on the website.
Based on our observations, Meta moderation does not appear to rely on specific keywords alone. Instead, the system seems to evaluate the overall context and combination of signals.
Meta appears to score multiple risk signals together. A single element alone may not trigger rejection, but several combined often do.
Moderation also appears inconsistent. Similar ads sometimes received different outcomes, likely because some ads were reviewed by AI systems while others may have reached human moderators.
Video speech and visual context may also influence moderation decisions, even when political keywords are avoided in captions.
Careful reframing and iterative testing allowed us to continue running large-scale animal advocacy campaigns on Meta platforms while avoiding rejections. We will keep experimenting on how far we can push the messaging without getting rejected.
