The AFJROTC mission is to "Develop Citizens of Character". To achieve this goal the program's goals are to instill values of citizenship, personal responsibility, and a sense of accomplishment in high school students.

AFJROTC is not a military reruiting program, and cadets are never obligated to join the military. The program's curriculum includes leadership, aerospace science, and how to become enlightened citizens. AFJROTC also offers physical training and extracurricular activities.
