How do we provide good local food to folks in urban areas within the context of limited financial resources while also fairly paying the food producers? Are grants and outside finacial support the only way?

How do we know regenerative agriculture is really regenerative? How do we measure what is happening in the soil and in surrounding ecosystems at a sufficient scale while also being able to adjust farmer payments in real time? Labels (like organic) are created to govern practices - but carbon farming would need to measure results.
