The examiner was satisfied that:

• site GNP2 is appropriate and that it can deliver approximately 14 new homes including affordable housing;
• site GNP6 could be allocated for 46 new homes, and that harm to the AONB was not sufficient to prevent this allocation;
• site GNP10 could be available for redevelopment fairly soon and can provide 14 dwellings in the near future; but that
• although site GNP3 is suitable for development of up to 20 dwellings, because of the flood zones he was unable to conclude with confidence how many could be developed

In consequence he decided it would be appropriate to identify a reserve site that should not be developed initially, but should be available if, after five years, it is likely the four sites will not provide approximately 94 dwellings.

He considered GNP7 and GNP13 but concluded that neither would be a satisfactory reserve site.

He concluded that GNP8, Gatehampton Road, is the most appropriate site to be held in reserve for both general and affordable housing, and that none of the remaining sites on the site selection and ranking list are reasonable reserve sites.
