Statement of Rajendra Kumar (AO):
I am Rajendra Kumar, the Village Revenue Office for Hafeeznagar. On September 01, 2012, the MRI forwarded me the Ex.P1 for verification. Ritesh Arora and Mr. Subir Arora applied for the mutation of Subir’s name with malicious intent, aiming to claim 0.57 acres of land, including the land in S.No.51/4 classified as"Nazul(government land). This was done with the intent to acquire the entire property of 0.32 acres in S.No.51/3 and 0.25 acres in S.No.51/4. However, the validity of Subir Arora’s claim in Ex.P1 is not a matter for the Special Judge for CEB cases to decide in a trap case. The delay is further caused because the old pattadar passbooks of the Arora’s did not contain the 16-digit unique ID number which further increased my suspicion. Further, the VRO’s job is to carry out field work, and he doesn’t have any office of his own. The complainant held grudge or animosity against me because I refused to mutate his father’s name and issue pattadar passbook and title deed book because I believe that the land belongs to the government. Also, I refute any claims of demand and acceptance of bribery in this or any other matters related to it. On the alleged trap date, the complainant did come to my house and as he entered my house, I was in the bathroom. The complainant and his father are making false allegations of corruption against me and the statement of PW3 and PW6 of presence of traces of phenolphthalein are false and I believe that if there truly is presence of such traces, it is because when the complainant implored me to do his work by grabbing my hands and not otherwise as accused. Further, I wish to state that I did not delay the verification proceedings on purpose. The delay was inadvertent as my job mostly involves field work, and there was a public holiday during this time and I could not finish the verification any time sooner as I was pre-occupied with other time bound works.
