In order to become an officer you must first be an FFA member for at least one year, be enrolled in an Agriculture Class, and have your Greenhand Degree (you will earn this simply from being in Ag 1 and being an active FFA member).

After you have become a Chapter Officer you can continue on to Area or State and National Offices.
