A planning guide by Get Out! Events.
Public-sector teams in Singapore often source event management through GeBIZ, the government's procurement portal. Whether the event is a staff engagement day, a public outreach programme, a conference or a ceremony, the quality of the brief shapes the quality of every proposal that comes back.
This guide is for officers and planning teams preparing an event brief. It is practical planning guidance only. Procurement rules, approval limits, supplier requirements and submission processes are set by your organisation and the relevant government bodies, so always verify current requirements through your organisation's official procurement process and with the agency responsible.
A clear brief gives every responding vendor the same starting point. When objectives, scope and constraints are vague, vendors fill the gaps with their own assumptions, and proposals become hard to compare fairly. A precise brief reduces clarification questions, produces proposals that address the same needs, and makes evaluation easier to document.
Start with purpose, audience and timing: what the event should achieve, for whom and when.
Define responsibilities and exclusions: what the vendor owns and what sits elsewhere.
Ask for like-for-like proposals: a consistent structure so responses can be compared.
Phrases such as "engagement event" or "appreciation day" do not tell vendors much. Explain what participants should experience or understand by the end of the programme. That helps vendors recommend a format that fits the actual objective.
Writing the Brief lists the information to include. Scope and Exclusions covers workstreams and boundaries. Comparing Proposals covers structure and evaluation.
