Summative Assessments
The Oregon Statewide Assessment System (OSAS) includes required summative assessments in English language arts, mathematics, and science, as well as tests of English language proficiency to determine which students are eligible to enter or exit English learner status. This system ensures equity by identifying barriers to learning so they can be removed or addressed. The system includes several secondary components, such as a required Local Performance Assessment, an optional social sciences analysis performance assessment, and a survey of student experience in Oregon schools.
The Oregon Statewide Assessment System evaluates systems, not students. The primary purpose of this equity-centered assessment system is to measure student group learning, so that meaningful assertions can be made about how well schools, districts, and the state are fulfilling their responsibility to provide all students with high quality grade level educational opportunities.
Results from statewide summative assessments are used to make decisions about resource allocation and state educational priorities for groups of students, not to evaluate individual students. Assessment data are also used to identify and remedy inequalities in the educational system. Finally, states are required to annually report student participation and performance in the areas of reading and mathematics, and on student participation in the area of science, to the U.S. Department of Education as part of the federal educational accountability system.

Student Educational Equity Development (SEED) Survey
The Student Educational Equity Development (SEED) Survey gathers information about the educational experiences of students in Oregon. This information helps the Oregon Department of Education (ODE), districts, and schools identify students’ needs, potential inequalities experienced by students, and potential levers for addressing those inequalities to improve student outcomes.
The SEED Survey is a self-report questionnaire that is administered to students statewide, in grades 3-11. The survey covers three overarching categories of educational experiences:
Access to resources
Connection to school
Academic opportunities
Within each category, the SEED Survey delves into specific domains. For example, within the category of academic opportunities there are items that ask about students’ exposure to a “well-rounded education” and their “opportunities to learn,” among others. The domains included on the SEED Survey vary by grade level. A full list of survey items is available online.
