臺大社科院與德州農工布希政府及公共事務學院正式簽署 Taiwan MVP 國際合作備忘錄
國立臺灣大學社會科學院於2026年2月11日與德州農工大學(Texas A&M University, TAMU)布希政府及公共事務學院正式簽署「Taiwan as the Most Valuable Partner(Taiwan MVP)」合作備忘錄,標誌著台美在國際事務與社會科學領域的重要夥伴關係邁入新階段。
本次簽署由臺大社科院洪貞玲副院長與郭銘傑國際長代表張佑宗院長、TAMU國際副校長Holly Hudson、布希政府及公共事務學院院長 Hon. John Sherman、計畫主持人 Amb. John Hennessey-Niland,以及駐休士頓臺北經濟文化辦事蕭伊芳總領事共同簽署完成。
六名經公開甄選脫穎而出的德州農工大學布希政府及公共事務學院研究生亦將於2026 年3月隨Amb. John Hennessey-Niland 訪問國立臺灣大學社會科學院,進行Taiwan MVP 計劃的首場台美國際學術交流。
洪副院長致詞指出,在地緣政治快速變動、全球治理挑戰日益複雜的時代背景下,高等教育機構之間的跨國合作從未如此重要。透過本合作備忘錄,我們不僅強化臺灣與美國在公共政策、外交事務,以及人工智慧與半導體社會科學研究領域的連結,也為培育具備全球視野與公共責任感的下一代領導者奠定堅實基礎。
The College of Social Sciences at National Taiwan University and Texas A&M Bush School of Government and Public Service have formally signed the Taiwan MVP Memorandum of Understanding for international cooperation
The College of Social Sciences at National Taiwan University formally signed a Memorandum of Understanding for the “Taiwan as the Most Valuable Partner (Taiwan MVP)” initiative with the Bush School of Government and Public Service at Texas A&M University (TAMU) on February 11, 2026, marking a new phase in the important partnership between Taiwan and the United States in the fields of international affairs and the social sciences.
The agreement was jointly signed by Vice Dean Chen-ling Hung and Associate Dean for International Affairs Jason Kuo of the NTU College of Social Sciences, representing Dean Yu-tzung Chang; Holly Hudson, Associate Vice President for International Affairs at TAMU; the Honorable John Sherman, Dean of the Bush School of Government and Public Service; Ambassador John Hennessey-Niland, Principal Investigator of the program; and Director General Yvonne Hsiao of the Taipei Economic and Cultural Office in Houston.
Six graduate students from the Bush School of Government and Public Service at TAMU, selected through a competitive public process, will also visit the NTU College of Social Sciences in March 2026 alongside Ambassador John Hennessey-Niland to participate in the first Taiwan–U.S. academic exchange under the Taiwan MVP program.
In her remarks, Vice Dean Hung noted that at a time of rapid geopolitical change and increasingly complex global governance challenges, cross-national collaboration among institutions of higher education has never been more essential. Through this Memorandum of Understanding, Taiwan and the United States will not only strengthen their connections in public policy, diplomatic affairs, and social science research on artificial intelligence and semiconductors, but also lay a solid foundation for cultivating the next generation of leaders with global vision and public responsibility.

活動由本院院長張佑宗教授開幕致詞。院長在致詞中表示,台灣在當前國際局勢中扮演愈來愈重要的角色,台大社科院希望透過 Taiwan MVP(Taiwan as the Most Valuable Partner)計畫,深化與美國重要學術機構的合作,推動台美之間更緊密的學術交流與政策對話。
本場演講由中央研究院院士吳玉山教授主持,倪約翰大使(Ambassador Hennessy-Niland )以「台灣與美國及太平洋島國的夥伴關係」為題,在台大社科院梁國樹國際會議廳與師生進行深入對話。倪大使從外交與戰略的角度,分享台灣、美國與太平洋島國之間逐漸深化的夥伴關係,以及太平洋島國如何成為連結亞洲與美洲的重要戰略空間。
活動現場座無虛席,來自不同系所的學生與學者踴躍參與討論,針對印太區域、經濟安全與外交合作等議題提出許多精彩問題,現場交流氣氛十分熱烈。
大使的這場演講也是本院與布希學院承諾共同推動的 Taiwan MVP Taiwan as the Most Valuable Partner)計畫的重要起點。大使此次同時帶領六位來自德州農工大學布希政府與公共事務學院( Texas A&M University Bush School of Government and Public Service) 主修國際關係/事務的研究生訪問台灣,與台大社科院師生展開交流活動。我們期待透過這個平台,持續深化台美之間在社會科學的學術交流與外交政策對話,並培養關注國際事務的下一代青年領袖。

The inaugural Taiwan MVP talk was successfully held on March 9, 2026, at the College of Social Sciences, National Taiwan University.
The event opened with welcoming remarks by Professor Yu-tzung Chang, Dean of the College of Social Sciences. In his address, Dean Chang noted that Taiwan is playing an increasingly important role in today’s international landscape. Through the Taiwan MVP (Taiwan as the Most Valuable Partner) initiative, the College of Social Sciences hopes to deepen collaboration with leading academic institutions in the United States and promote closer academic exchange and policy dialogue between Taiwan and the U.S.
The lecture was moderated by Academician Yu-Shan Wu, Professor of Political Science at NTU. Ambassador John Hennessy-Niland delivered a talk titled “Taiwan’s Partnership with the United States and Pacific Island Nations.” The event took place at the Liang Kuo-Shu International Conference Hall at NTU’s College of Social Sciences, where the Ambassador engaged in an in-depth dialogue with faculty members and students. From diplomatic and strategic perspectives, Ambassador Hennessy-Niland shared insights on the deepening partnerships among Taiwan, the United States, and Pacific Island countries, and discussed how the Pacific Islands are emerging as an important strategic space linking Asia and the Americas.
The venue was filled to capacity, with students and scholars from various departments actively participating in the discussion. The lively exchange featured thoughtful questions on topics such as the Indo-Pacific region, economic security, and diplomatic cooperation.
This lecture also marks an important starting point for the Taiwan MVP (Taiwan as the Most Valuable Partner) initiative, which the College of Social Sciences and the Bush School of Government and Public Service at Texas A&M University have committed to advancing together. Ambassador Hennessy-Niland also led a delegation of six graduate students from the Bush School, majoring in international relations and public affairs, to Taiwan for academic exchange with faculty and students at NTU’s College of Social Sciences. Through this platform, we hope to further strengthen Taiwan–U.S. academic exchange in the social sciences and deepen dialogue on foreign policy, while cultivating the next generation of young leaders engaged in international affairs.
