Line 19-24 “Phlegyas, Phlegyas, you are shouting uselessly…passing over the bog”
Phlegyas was a King and was known during his rule for focusing on war with the places most near him. This meant he had little time to try and procreate, but he did eventually have a daughter. When he was killed, it was by two brothers; who were absolved of their sins when they reached Thebes. When seen in Inferno, Phlegyas is being tortured becuase he does not admire the gods. When Virgil quiets him, it is with the mention of what had happened to him when he was alive. (MB)
