THE BIG PICTURE

Oconee County and the city of Seneca are dedicated to investing in the region by creating a sense of place and bringing opportunities to local residents. In the heart of the Perry Hill & Utica Mill Hill Opportunity Zone lies Dr. MLK Way (6th Street), home to several prominent sites including the Oak Grove Cemetery, Blue Ridge Community Center and recreation fields, J.P. Stevens Mill, and is the primary artery connecting downtown Seneca to through the heart of the community. Dr. MLK Way infrastructure will be crucial for future infill investments in new small business, recreation, community organizations, paths for pedestrians, the redevelopment of the J.P. Stevens Mill, various housing forms, and preservation and presentation of precious historic sites.

COMMUNITY SPACES

DR. MLK WAY SENECA CULTURAL CORRIDOR

Since 2013, Clemson's Department of Landscape Architecture has worked with The Oconee County Branch NAACP, the community and the city to envision this historic district revitalized by the development of complete streets, expanding pedestrian space and displaying history through text, images and structures. The corridor will feature a memorial to Dr. Martin Luther King Jr.

BLUE RIDGE COMMUNITY CENTER

The Blue Ridge Community Center, a 501(c)3 nonprofit, is a site of community, cultural and historic significance. The Blue Ridge High School served the African American community during the segregation era, evolving to house community facilities, event space, and nonprofit organizations. The site’s green space will eventually include recreation fields, playgrounds, gardens and open space for the community. It is situated along the Dr. MLK Way Seneca Cultural Corridor. This central location ensures easy access by many residents in the surrounding area to critical services and joyful events.

FOCUS AREAS

SENECA INDUSTRIAL PARK

The Seneca Industrial Park is home to 111 acres that are shovel ready for manufacturing and industrial development. The site has already been cleared and has access to state highways and is adjacent to the rail spur connecting to the Norfolk Southern Railway.

SINGLE FAMILY HOMES

This site could be designated for single family housing with prices geared towards workforce incomes. These homes could operate with a 10-year down payment plan entry point for residents to build equity to purchase homes incentivized by the Opportunity Zone. This more affordable option can provide much-needed housing for citizens in the opportunity zone. The site is adjacent to Goddard Avenue and Dr. MLK Way. It is also within walking distance to the bus line, downtown Seneca, the Blue Ridge Community Center, and the industrial park. It is adjacent to a former rail-spur which holds potential to link the mill and single-family home site to downtown via a greenway/pedestrian/cycle trail.

MIXED AFFORDABLE HOUSING

This 54-acre site can include rental units and homes priced in the $75,000-$180,000 range. The mixed housing site would provide much-needed affordable housing for the area's workforce. The site would have a mix of housing options including condominiums, townhomes, duplexes and small footprint homes. The site is buffered by forested areas and is within walking distance to nearby new employment opportunities in the industrial zone.

MIXED-USE MILL SITE

This 28-acre site can evolve to include public space, housing and a mix of commercial uses. The site has a central location in the community and would provide much-needed access to local amenities. Open space for gathering, leisure and play would be integral to this core space's contribution to area residents.
