Franklin County is situated in south-central Pennsylvania along the Maryland border at the convergence of several major highways, including Interstates 81 and 76, U.S. Route 11, and U.S. Route 30. The County seat of Franklin County is Chambersburg Borough. Franklin County is a fourth-class county comprising fifteen townships and seven boroughs. The County encompasses 754 square miles and has a 2020 U.S. Census population of 155,932. The County provides many public services and community programs to ensure its residents' safety, health, and general welfare. These services and programs include the 39th Judicial District Court of Common Pleas, Office of the District Attorney's, Adult and Juvenile Probation, Grants Management, Reentry Coalition, the Area Agency on Aging, Children & Youth Services, Franklin/Fulton County Drug & Alcohol, MH/IDD/EI and the Office of Veterans Affairs.
In 2021, nationwide settlements were reached to resolve all opioid litigation brought by states and local political subdivisions against the three largest pharmaceutical distributors, McKesson, Cardinal Health, and AmerisourceBergen ("Distributors"), and against manufacturer Janssen Pharmaceuticals, Inc. and its parent company Johnson & Johnson (collectively, "J&J"). These National Settlements have been finalized, and payments to the states have begun. In late 2022, agreements were announced with three pharmacy chains—CVS, Walgreens, and Walmart—and two additional manufacturers—Allergan and Teva.
In 2022, Franklin/Fulton Drug and Alcohol created the Opioid Settlement Steering Committee to help identify core strategies to save lives, improve health, and prevent future substance use- focusing on opioids specifically- for Franklin County residents. After a review with multiple stakeholder groups and coalitions' strategic plans and a community-wide survey, the Opioid Settlement Steering Committee recommended Opioid Settlement funds allocated to support Prevention Programs: Prevent Misuse of Opioids,
Evidence-Based approaches in Preventing Overdose Deaths and other Harms (Harm Reduction), Pregnant & Postpartum Women: Address the Needs of Pregnant or Parenting Women and Their Families, Including Babies with Neonatal Abstinence Syndrome, and Pregnant & Postpartum Women: Address the Needs of Pregnant or Parenting Women and Their Families, Including Babies with Neonatal Abstinence Syndrome.
This grant application's purpose is to use opioid settlement funds for forward-looking abatement strategies rather than restitution. Municipalities, organizations, and other entities can apply for grants to support projects and programs that provide abatement strategies and related services to local communities. Priority will be given to grantees utilizing the funding for projects and programs following core abatement strategies outlined.
