Family Resource Youth Services Centers were established in 1990 by the Kentucky Reform Act (KERA). The purpose of these centers is to help remove barriers to learning by providing access to identification and utilization of community resources which should promote the ability of students to succeed in school and at home. A family resource center serves children ages birth through twelve years of age while a family resource youth services center promotes children up to eighteen years of age.
Family resource centers are funded through a grant given by the Kentucky Cabinet for Health and Family Services, provided by state education funds through the Kentucky Department of Education. In order for a school to qualify to house a family resource center, they must have 20% of students on free and reduced school meals.
Each center has program components based on their location, community resources and available services. An FRC must have the following components:
Preschool Child care for children two and three years of age
After school child care
Families-in-training (Ages birth to five)
Parent and Child Education (family literacy)
Health Services or referrals to health services
