Family Resource Centers were created in 1990 by the Kentucky Education Reform Act (KERA). These school-based centers, also known as FRCs, are designed to promote local identification, coordination, and utilization of community resources to help break down barriers to learning which in turn should enhance students' ability to succeed in school. Family Resource Centers serve children from birth through twelve years of age.
FRCs are funded through a grant administered by the Kentucky Cabinet for Health and Family Services, provided by state education funds through the Kentucky Department of Education.
