The Measures of Quality stands as a pioneering and next-generation accountability system that commences by attentively listening to and empowering the voices of students, teachers, staff, parents/guardians, and the community at the local level. This approach to accountability enables stakeholders to cultivate a profound comprehension of students' most significant achievements, readiness milestones, and concerns, while also presenting a more comprehensive portrait of Fleming County Schools' overall achievements throughout the school district. 

The Year-to-Date Quality of Learning Dashboard is based on the district's 2023-2024 Local Accountability Formula.  The Formula includes Readiness for Learning (Student Growth), Personalization of Learning (Student Agency), Achievement of Learning (State Assessments), Logistics of Learning, Culture of Learning, Leadership for Learning, Engagement of Learning, and Growth in Learning

Note(s): September 2023 Data Is considered base data using data from the end of the 2022-2023 school year. Achievement data for the 2022-2023 school year will be released to the public in late October or early November. 

The purpose of local accountability is to enhance public education by raising expectations that align with local values, particularly focusing on what matters most to students. However, local accountability still assesses student preparedness in reading, math, and writing in comparison to state standards. What sets local accountability apart from state and federal accountability is that it considers the overall quality of learning within a school or school district, taking into account various factors, rather than solely relying on high-stakes testing for measuring achievement. Furthermore, local accountability often evaluates the holistic quality of learning environments, experiences, opportunities, outcomes, and support systems in conjunction with student achievement, including student growth.
