Please try these suggestions:
Ensure that nothing is covering the camera on the Chromebook (i.e. tape, post-it note).
Shutdown the Chromebook by holding the power key and power the Chromebook back on.
While in Zoom meeting, ensure that there is not a red line over the "Start Video" icon, click on "Start Video" to remove the line.
