Department of Education (CDE) Updates
Accountability
ELPAC- 100% participation. This is not optional. No exemptions.
CAASPP- 95% participation (goal: 100%)
Medical Exemptions( CAASPP ONLY): These require a Doctor's note. All medical exemptions will be removed from the denominator.
Parent Exemptions(CAASPP ONLY): Parents must meet with the principal or designee. A parent exemption must be submitted in writing with a parent's signature and submitted to Yolanda. Exemptions will remain in the denominator for participation rate calculations. Under the Every Student Succeeds Act (ESSA), the federal government requires states to test at least 95 percent of all students and student groups in English language arts (ELA) and mathematics. It also requires states to factor the participation rate into the Academic Indicator. If an LEA, school, or student group does not meet the 95 percent participation rate target, there is a penalty.
To meet federal requirements, California will assign the Lowest Obtainable Scale Score (LOSS) for each student needed to bring the participation rate of the school, district, and/or student group to 95 percent. You can find more information regarding this at Changes to Academic Indicator Participation - CA School Dashboard (CA Dept of Education).
