Provides financial assistance for our income-eligible, residential water and wastewater customers in need. The program is administered by Community Action Council. Contact Community Action Council in Lexington at or contact the local Community Action Council in your area.
The Low-Income Home Energy Assistance Program (LIHEAP) Winter Crisis provides assistance to eligible households experiencing a home electric crisis. Enrollment periods open multiple times each year. Applications will be accepted during the enrollment period, on a first-come, first-serve basis. Income eligibility for the program is up to and including 150% of the Federal Poverty Guidelines. Eligible households can apply for a benefit that covers the minimum needed to alleviate the crisis, up to the maximum benefit. Households can reapply each time they experience a crisis until they reach their maximum benefit. The benefits are paid directly to the household’s fuel vendor.

Relocation Programs: Financial assistance is available to assist clients who are temporarily or permanently displaced from their homes due to housing code violations or for tenants who are permanently displaced from their homes due to redevelopment or scheduled demolition. Residents must have a condemnation notice issued by Code Enforcement to be eligible for services. Contact our office at (859) 300-5300 for more information or to make an appointment.
Emergency financial assistance: Call (859) 300-5300 to schedule an appointment for financial assistance with rent, mortgage and/or utility costs.
Utilities: Financial assistance is available for residents who risk service disconnection due to delinquent LEXserv billing accounts.
Housing repair assistance program: Lexington Code Enforcement works with property owners to bring their properties into compliance with the International Property Maintenance Code and the Lexington-Fayette Urban County Government Code of Ordinances in the shortest time frame possible, ensuring a safe and beautiful Lexington.
Case management and representative payee program: Our team of social workers offer voluntary supportive services designed to empower & benefit residents with meeting their basic human needs and self-sufficiency while maintaining independence in the community. The focus of case management is to serve vulnerable adults who have the potential to become victims of abuse, neglect, exploitation, and self-neglect.

All applicants for financial assistance are required to attend at least 3 sessions with a financial counselor. Payments made on behalf of an applicant could take up to 4 weeks to process.
Kentucky Medicaid/KCHIP is a state and federal program. It is authorized by Title XIX of the Social Security Act. Kentucky Medicaid/KCHIP provides health coverage for eligible low-income residents. Eligibility includes: children, low income adults, parent and caretaker relatives, pregnant and postpartum women, the elderly (age 65 or above), people with disabilities.
SNAP: The Supplemental Nutrition Assistance Program (SNAP) helps low-income people buy food for healthy meals at participating stores. Kentucky SNAP benefits increase household food buying power when added to the household's income.
Women Infant and Children (WIC): Provides nutrition education and healthy foods to WOMEN who are pregnant, who are breastfeeding their babies, or who have given birth in the last six months; INFANTS newborn to 12 months, CHILDREN age 1-5 years.
HANDS: The Kentucky Health Access Nurturing Development Services (HANDS) program is a voluntary home visitation program for any new or expectant parent. HANDS supports families as they build healthy, safe environments for the optimal growth and development of children.
Baby Health: Baby Health Service provides free, quality preventive and primary healthcare to the uninsured children of Central Kentucky from birth through age 18. We work with families from near and far to get children into school and to support them in staying there by providing physicals, sick visits, and vaccinations. We also support children’s mental well-being, dental health, and dietary educational needs. It has been our honor to care for children for over a century!
